City of Peru Committee of a Whole met July 17.

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, July 17, 2023 at 6:30 p.m.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present; Mayor Kolowski present.
PUBLIC COMMENT
MINUTES
Clerk Bartley presented the Committee Of A Whole Minutes of July 5, 2023. Alderman Payton made a motion that the minutes be received and placed on file. Alderman Moreno seconded the motion; motion carried.
PUBLIC WORKS COMMITTEE
Eric Carls, Director of Engineering and Zoning reported on the following:
• Approval of John Pohar & Sons final invoice in the amount of $13,307.00 for the Baker Lake southeast parking lot improvements.
• Approval of John Pohar & Sons final invoice in the amount of $24,028.28 for the Baker Lake southeast storm sewer improvements.
Corporate Counsel Scott Schweickert reported on the fiber consultant proposal by Vantage Point Solutions as follows:
• Financial valuation
• Cost climates for fiber to premises
• Alternate revenue option
• Assist with negotiations to possible partners
• $25,000 fee not included for negotiation of potential agreement
Alderman Sapienza stated he is pleased with the choice. Alderman Edgcomb asked about the risk of the current interested party backing out or timeframe expiring. Corporate Council noted the timing is not likely a significant issue based on the proposed scope of work and constructions season.
PSM/Fire Chief Jeff King reported on the ongoing water meter inspection at James Hardie. PSM/Fire Chief King noted all seven meters have been identified and all have bypass.
PUBLIC SERVICES COMMITTEE
Alderman Edgcomb noted the demolition and removal of old cemetery wall and footings.
Adam Thorson, Director of Parks, Recreation and Special Events reported a resident is interested in the city installing disc golf holes at Centennial Park. Alderman Edgcomb was open to the idea.
Alderman Edgcomb initiated a discussion regarding motorized bikes on park bike paths and asked PSM/Fire Chief Jeff King and Police Chief Sarah Raymond for input.
Mayor Kolowski voiced his opposition to allow golf carts on streets.
Police Chief Raymond encouraged residents with issues regarding motorized bikes and golf carts to call the police department and report/complain.
FINANCE COMMITTEE
UNFINISHED BUSINESS
Finance Officer Tracy Mitchell reported on the Heartland Bank Utility Funds ($6 million) is only getting 1.5%. Finance Officer Mitchell stated she will research options like Illinois Funds for another local government investment tool. Finance Officer Mitchell suggested Illinois Metropolitan Investment Fund with returns currently around 5%. Reported that locally, LaSalle State Bank offers 2% for amounts over $2 million. Alderman Payton stated he would like us to do additional due diligence. Alderman Sapienza reported Eureka Savings Bank as an option.
NEW BUSINESS
Clerk Bartley reported on a proposal from The Flower Bar requesting to hold a weekly farmers market on their property. Committee had no opposition.
Mayor Kolowski reported on the positive impact of the repaving of the Peru Mall and Applebee’s parking lot. PSM/Fire Chief Jeff King reported on the GAF fire inspection.

Alderman Ballard made a motion that the meeting be adjourned. Alderman Tieman seconded the motion and motion carried.
