Village of Seneca Village Council met July 18.

Here are the minutes provided by the council:

Seneca Village Council held a regularly scheduled Council meeting at Seneca Village Hall on July 18, 2023 and the meeting was called to order at 6:00 p.m.

Roll Call:

Present: Mayor Olson, Commissioners Higgins, Peddicord and Weber

Absent: Commissioner Victor

Also Present: Village Clerk Jennifer Peddicord, Attorney Bob Russo and Village Engineer Casey McCollom

All stood for the Pledge of Allegiance to the Flag of the United States of America.

A motion was made by Comm. Weber and seconded by Comm. Higgins that the Council approve the July 5, 2023 Council meeting minutes as presented.

Roll Call: Ayes: Olson, Higgins, Peddicord and Weber

Nays: None

Absent: Victor

A motion was made by Comm. Peddicord and seconded by Comm. Weber that the Council approve the May treasurer's report, payroll and payment of bills as presented. Clerk Peddicord advised the council that a monthly budget report is now being included in the packets. Treasurer Figgins added that this will be done at the second meeting of every month so the council can see where their department is budget-wise.

BUSINESS SPOTLIGHT PRESENTATION:

COMMUNICATIONS, PETITIONS, REPORTS AND ADDITIONAL AGENDA ITEMS:

PRESENTATION:

Lauri Pope of Mack & Associates gave a presentation regarding the audit for year ended March 31, 2023.

OLD BUSINESS: 

None.

COMMISSIONER'S REPORT AND NEW BUSINESS: 

PUBLIC PROPERTY, WATER & SEWER - WEBER: 

None.

ACCOUNTS AND FINANCE - VICTOR: 

Mayor Olson presented Comm. Victor's agenda items, due to the absence of Comm. Victor.

A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve an expenditure to Wex Bank in the amount of $2,846.51 for fuel expenses.

Absent: Victor

A motion was made by Comm. Weber and seconded by Comm. Higgins to approve an expenditure to Paul Fosen in the amount of $2,478.70 for over-payment of insurance. Paul had been paying for family coverage, when he only had single coverage.

STREETS - HIGGINS: 

None.

PUBLIC HEALTH AND SAFETY - PEDDICORD: 

Comm. Peddicord presented an Ordinance Amending Title 6, Chapter 9 and Section 12 of the Seneca Code of Ordinances Regarding Golf Carts and Utility Task Vehicles for discussion. Comm. Peddicord advised that we are having a major problem with underaged drivers of golf carts and UTVs. Our code requires licensed drivers must be 18 or over. This ordinance will allow for the revocation of a golf cart/UTV license if a driver under the age of 18 is caught driving a golf cart or UTV. It will also allow the revocation of a license if a driver of any age is ticketed for DUI. Paragraphs 1 - 3 are already in our code, we would be adding paragraphs 4 and 5.

Comm. Peddicord then presented an Ordinance Amending Chapter 8 of Title 6 of the Seneca Code of Ordinances Regarding Vehicle Impound. This would update our code to allow the police department to impound a golf cart or UTV if a driver under the age of 18 is caught driving a golf cart or UTV, or a vehicle is ticketed for DUI. The police department would follow its normal impoundment procedures.

A motion was made by Comm. Peddicord and seconded by Comm. Weber to approve the Chief of Police Employment Agreement and authorize Mayor Olson to execute same. This is for the village's protection, as well as our police chief's protection. The contract was reviewed by Attorney Russo and Scott Cruz, as well as Mayor Olson and myself. The terms are very basic.

A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve an expenditure to Grainco FS in the amount of $1,705.38 for police department fuel expenses. The tank was filled mid-June, without the knowledge of the police department or Comm. Peddicord. The police department started using the fuel after June 20.

A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve the hiring of Erika Franco as a full-time officer at the hourly rate of $26.12. [It was later determined that this hourly rate is incorrect and should be $23.81. A memo was done to Officer Franco advising of this change.] Officer Franco was hired as a part-time officer on May 16, 2023. She will be filling the full-time vacancy left by the resignation of Officer Ron Erickson. Officer Franco has worked out well and will make a great full-time officer.

PUBLIC AFFAIRS - OLSON: 

Mayor Olson presented an Ordinance Creating Chapter 1 of Title 4 of the Village Code Pertaining to Vacant Buildings for discussion. He asked that the council review the ordinance prior to the next council meeting.

FOLLOWING EXECUTIVE SESSION: A motion was made by Comm. Higgins and seconded by Comm. Weber to approve the adoption of Resolution No. 618, Semi-Annual Release of Executive Session Minutes.

PUBLIC COMMENT: 

None.

EXECUTIVE SESSION: 

A motion was made by Comm. Higgins and seconded by Comm. Peddicord to enter into executive session at 6:32 p.m. to discuss semi-annual review of executive session minutes.

Nays: None

Absent: Victor

The council returned to regular session at 6:39 p.m.

A motion was made by Comm. Peddicord and seconded by Comm. Higgins to adjourn the council meeting at 6:46 p.m.
