City of Ottawa City Council met Sept. 5.

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Marla K. Pearson, and Brent F. Barron.

Absent: Thomas G. Ganiere.

Commissioner Eichelkraut presented minutes of previous meetings. Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, August 15, 2023, and the minutes of a special meeting held on Tuesday, August 29, 2023, both be approved as recorded in the permanent files of the City Clerk.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Jerry Nagle of 152 E. Fremont Street, told the Council about his feral cat problem.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of September 1, 2023, in the amount of $490,826.85, be approved and warrants issued. 

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated September 5, 2023, showing expenses in the amount of $1,262,200.90, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Change Order.

Moved by Commissioner Eichelkraut that Change Order #1 to the engagement letter from Wipfli for the City’s audit for fiscal year 2023, be approved and paid for from the Audit Fund.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None

Mayor Hasty presented Report of Police Chief.

Moved by Mayor Hasty that the Report of Police Chief, Brent A, Roalson, for the month of August 2023, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Fire Chief.

Moved by Mayor Hasty that the Report of Fire Chief, Brian Bressner, for the month of August 2023, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and the Illinois Department of Healthcare and Family Services, for 2024 supplement ambulance rates, which has been on file for public inspection since August 29, 2023, be adopted.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a vehicle lease agreement between the City of Ottawa and the Bill Walsh AutomotiveGroup, for the Police Department, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Quote/purchase order.

Moved by Mayor Hasty that the purchase order received from Bill Walsh Automotive Group in the amount of $17,309.32 after trade ins, to purchase a 2021 GMC Acadia for the Police Department, be approved and paid for from the General Corporate Fund. 

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson awarded Bid.

Moved by Commissioner Pearson that the Bid received from Advanced Asphalt in the amount of $1,128,895.05 for the 2023 Street Maintenance Program, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution requesting permission from the Illinois Department of Transportation to temporarily close LaSalle Street from Lafayette Street to Lincoln Place on Saturday, October 28, 2023, from approximately 10:00 a.m. until 12:30 p.m. for the Halloween Parade, be adopted.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut asked if we had a limit with IDOT on the amount of times we could close LaSalle Street. Tom Duttlinger, Public Works Director, responded that he believes we are within our threshold.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of an engineering design and construction services agreement between the City of Ottawa and Renwick & Associates Inc., for the Canal Street sewer separation project, be received and placed on file for public inspection.

Second by Eichelkraut.

Commissioner Barron added that this is for work on the West side.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Barron presented Request.

Moved by Commissioner Barron that the City Clerk be authorized to advertise for Bids for the Long Term Control Plan Element 8.2. Bids will be received until 10:00 a.m. on Wednesday, September 27, 2023.

Second by Pearson.

Commissioner Barron added that this is for the remaining area on the South side of Ottawa.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Registrar.

Moved by Mayor Hasty that the Report of Registrar, Shelly L. Munks, for the month of August 2023, be received and placed on file.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Parking Administration.

Moved by Mayor Hasty that the Report of the Parking Administration Department showing fines collected of $2,875.00 for the month of August 2023, be received and placed on file. Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Building Official.

Moved by Mayor Hasty that the Report of Building Official, Mathew W. Stafford, for the month of August 2023, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Sidewalk Program.

Moved by Mayor Hasty that the report of the Sidewalk Program showing 3 participants in the amount of $8,264.00, for the month of August 2023, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Zoning Board of Appeals.

Moved by Mayor Hasty that the Report of the Zoning Board of Appeals meeting held on Thursday, August 17, 2023, considering the Sign Ordinance variance request from First Federal Savings Bank for property located at 433 W. Main Street, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Zoning Board of Appeals and the sign variance to allow an electronic sign more than 50% of the size of the primary sign be approved and the follow up Ordinance, be passed and approved.

Second by Pearson.

Nays: Barron.

Mayor Hasty presented Proclamation.

Moved by Mayor Hasty that a Proclamation naming Saturday, September 16, 2023, as It’s our Fox River Day in the City of Ottawa, be adopted.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None. Council adjourned at 7:30 p.m.
