City of Peru City Council met Sept. 11.

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, September 11, 2023, at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present; Mayor Kolowski present.

All joined in the Pledge of Allegiance to the Flag of the United States of America. Mayor Kolowski asked for brief moment of silence for 9/11.

PUBLIC COMMENT

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of August 28, 2023, Treasurer’s Report for July 2023, Peru Police Department Monthly Report for August 2023 and Peru Volunteer Ambulance Service Inc. for August 2023. Alderman Payton made a motion the minutes and reports be received and placed on file. Alderman Edgcomb seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Sapienza presented the following disbursements for payment on September 13, 2023:

Alderman Sapienza made a motion the disbursements be received, placed on file and the bills be paid in the usual manner. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Edgcomb made a motion to approve initiation of Memorandum of Understanding between the City of Peru and its Police Department and ROE District #35/L.E.A.S.E to establish a School Resource Officer program. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

Adam Thorson, Director of Parks, Recreation and Special Events reported he is preparing grant paperwork for the National Fitness Campaign grant.

Adam Thorson, Director of Parks, Recreation and Special Events reported on the summer’s final Music Under the Oaks concert of this year and stated music will be performed by Regal Beagle and food for sale by Hy-Vee.

PUBLIC WORKS COMMITTEE

Alderman Ballard made a motion to award the West End Sanitary Sewer Extension (Terminal Road to Tim Perra Drive) to the lowest responsible bidder John Pohar in Sons in the amount of $150,611.00. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

Alderman Sapienza made a motion to approve final invoice to Advanced Asphalt for the T-Hangar pavement expansion in the amount of $38,403.33. Alderman O’Sadnick seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

Alderman Moreno made a motion to approve quote from Illinois Valley Fence & Pool, Inc. in the amount of $14,000 for 430 linear feet of guardrail on Center Street near LP football stadium. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

Alderman Lukosus made a motion to approve expenses for two linemen to attend Utility Expo in Louisville, KY. Alderman Sapienza seconded the motion. Electric Department Operations Manager stated he would be sending the linemen with a list of deliverables for participation in the training. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6793 

AN ORDINANCE AMENDING CHAPTER 94 – STREETS AND SIDEWALKS, OF CITY OF PERU CODE OF ORDINANCES AND PROVIDING FOR THE ADDITION OF ARTICLE III. – CONSTRUCTION OF UTILITY FACILITIES IN THE RIGHTS-OF-WAY 

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

RESOLUTION NO. 2023-17 

A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT FOR PURCHASE AND SALE OF REAL ESTATE BY AND BETWEEN THE CITY OF PERU AND SOUTH SHORE BOAT CLUB OF PERU, ILLINOIS, AN ILLINOIS NOT FOR-PROFIT CORPORATION (2380 Water Street | PIN: 17-20-209-012) 

Alderman Payton made a motion the resolution be adopted as written and read. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

A RESOLUTION AUTHORIZING THE EXECUTION OF A REAL ESTATE SALES CONTRACT WITH, AND PURCHASE OF PROPERTY FROM, GRACE BIBLE FELLOWSHIP, A RELIGIOUS CORPORATION (LaSalle County PINs 17-08-324-000 & 17-08- 315-000 | 6.14± acres) 

Alderman Moreno made a motion the resolution be adopted as written and read. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

A RESOLUTION AUTHORIZING EXECUTION OF FIRST AMENDMENT TO PURCHASE AGREEMENT BY AND BETWEEN THE CITY OF PERU AND ABYGROUPS, INC. 

Alderman Lukosus made a motion the resolution be adopted as written and read. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

RESOLUTION NO. 2023-20 

A RESOLUTION AUTHORIZING EXECUTION OF A WAIVER, RELEASE, AND INDEMNIFICATION AGREEMENT WITH CENTRAL ILLINOIS POLICE TRAINING CENTER, AN ILLINOIS NOT-FOR-PROFIT CORPORATION 

Alderman Tieman made a motion the resolution be adopted as written and read. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

PROCLAMATIONS

UNFINISHED BUSINESS

Alderman Tieman made a motion to approve Downtown TIF Commercial Renovation Program application of Platform 31, Ltd. and award grant funds in the amount of $4,000 for TIF-eligible expenses at 901 Water Street (PIN#17-16-336-012). Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

NEW BUSINESS

Alderman Lukosus made a motion to have Human Resources seek applicants for the position of Operator Maintenance within the Electric Dept. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

Alderman Payton made a motion to approve recommended maximum grant funds for additional Downtown TIF Commercial Renovation Program application to Renegade Motors-Michael Blaydes in the amount of $4,00.00. Alderman O’Sadnick seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

Corporate Counsel Scott Schweickert initiated a discussion of permitting and setting extraterritorial zoning regulations for wind farm developments and a proposed text amendment.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a communication from Zonta Club requesting permission to hang purple ribbons at city hall to represent Domestic Violence Awareness Month.

MAYOR’S NOTES

Human Resource Director Kim Reese reported on the City of Peru Charity Golf Outing benefiting Blue and Red Christmas. Ms. Reese stated it was a beautiful day and had 23 groups of golfers. Ms. Reese stated the formal check presentation will be at the next regular meeting on September 25th. Ms. Reese thanked the sponsors and volunteers.

Alderman Lukosus reminded the council of the Fly-In Breakfast at Illinois Valley Regional Airport on Sunday, September 17th from 7:00 a.m. to noon.

Alderman Edgcomb reminded the council that September is Suicide Awareness Month CLOSED SESSION

PUBLIC COMMENT

Clerk Bartley presented a Facebook comment by Chuck Dean asking about construction project updates and new business projects that are ongoing or coming to the city. Clerk Bartley noted construction project updates are proved at the committee meetings. Mayor Kolowski stated new business projects are typically quiet during the planning phase.

ADJOURNMENT

Alderman Edgcomb made a motion that the meeting be adjourned. Alderman Payton seconded the motion and motion carried. Meeting adjourned at 7:16 p.m.
