Village of Seneca Village Council met Oct. 3.

Here are the minutes provided by the council:

Seneca Village Council held a regularly scheduled Council meeting at Seneca Village Hall on October 3, 2023 and the meeting was called to order at 6:00 p.m.

Roll Call:

Present: Mayor Olson, Commissioners Higgins, Peddicord, Victor and Weber

Absent: None

Also Present: Village Clerk Jennifer Peddicord, Attorney Bob Russo and Village Engineer Casey McCollom

All stood for the Pledge of Allegiance to the Flag of the United States of America.

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the September 19, 2023 council meeting minutes as presented.

Nays: None

A motion was made by Comm. Higgins and seconded by Comm. Victor to approve the payment of bills as presented.

BUSINESS SPOTLIGHT PRESENTATION: 

None.

COMMUNICATIONS, PETITIONS, REPORTS AND ADDITIONAL AGENDA ITEMS: 

Commission Weber: New: Valley View drainage project.

Commission Higgins: New: Work on River Road and Brookfield Drive.

Mayor Olson: New: Thank you regarding Shipyard Festival, Cruise Night and Fall Festival.

OLD BUSINESS: 

Mayor Olson: 

A motion was made by Comm. Victor and seconded by Comm. Weber to approve the adoption of Ordinance 23-20, An Ordinance Amending Section 1 of Chapter 6 of Title 2 Pertaining to Park Board Members. Commissioner Weber advised that it is becoming more and more difficult to get people from Seneca to volunteer. Several people have volunteered from outside of village limits. This is what prompted the change to the ordinance to allow an additional person from outside of village limits.

COMMISSIONER'S REPORT AND NEW BUSINESS:

PUBLIC PROPERTY, WATER & SEWER - WEBER:

A motion was made by Comm. Weber and seconded by Comm. Higgins to approve an expenditure to Kennedy Bros. Heating & Air in the amount of $3,600.00 for installation of hanging heater at water treatment plant.

Nays: None

Commissioner Weber advised the council that he has been working on replacing drainage pipe leading from Valley View. He is looking at putting it at a 45 degree angle and replacing a culvert that is collapsing. The estimate presented to council was for 80 feet of pipe, but it may only take 60 feet. This area was cleaned out over the summer. There are three big trees that are over electrical wires, which he has contacted Miller Tree Service about cutting back. This will be brought back at the next council meeting for approval.

ACCOUNTS AND FINANCE - VICTOR: 

A motion was made by Comm. Victor and seconded by Comm. Higgins to approve an engagement agreement with Ryan, LLC for economic development finance services. Clerk Peddicord advised the council regarding the terms of the agreement and the scope of services that will be provided by Ryan, LLC.

STREETS - HIGGINS: 

A motion was made by Comm. Higgins and seconded by Comm. Weber to approve an expenditure to D Construction, Inc. in the amount of $232,701.73 for 2023 MFT Street Program.

Roll Call: Ayes: Olson, Higgins, Peddicord, Victor and Weber

Nays: None

Commissioner Higgins announced that the village workers have been trimming trees on River Road and have now moved to Brookfield Drive. He asks that the public be careful of the workers when driving in that area.

PUBLIC HEALTH AND SAFETY - PEDDICORD: 

None.

PUBLIC AFFAIRS - OLSON: 

A motion was made by Comm. Weber and seconded by Comm. Higgins to approve an expenditure to Greater Life Services, Inc. in the amount of $6,995.00 for holiday lighting and decorations. Two options for holiday lighting and decorations were presented to the council. The council agreed on option 2, which would include poles wrapped with mini lights with artificial garland and bows, and five 10-12 foot LED trees made from lit frames. This is the same company that decorates Crotty Park and they do beautiful work. There is the potential for discounts for future projects.

Mayor Olson thanked all of the many people, organizations and sponsors involved in Shipyard Festival, Cruise Night and Fall Festival this year. There have been very few negative comments and there are things to work out, but overall it was a huge success.

PUBLIC COMMENT: 

Melissa Klicker thanked the everyone involved in the Fall Fest, which was a great success.

Officer Kelsey Kowalski announced that the Seneca Police Department will be hosting a small trunk or treat near the police department. Details will be announced on the Police Department Facebook page when they become available.

A motion was made by Comm. Victor and seconded by Comm. Higgins to adjourn the council meeting at 6:29 p.m.
