Village of Diamond Village Board of Commission met Oct. 10.

Here are the minutes provided by the board:

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 10th day of October 2023. 

The scheduled meeting of the Diamond Village Board was held on Tuesday, October 10, 2023, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Mark Adair, Dean Johnson, Jeff Kasher and Dave Warner.

Approval of 09-26-2023 Minutes 

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve the 09/26/2023 regular meeting minutes and place on file. Ayes: Kasher, Warner, Kernc. Abstain: Adair and Johnson. Motion Carried. 

Approval of October 10, 2023, Bill List 

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the October 10, 2023, bill list and additional bill list and place it on file. All Ayes: Motion Carried.

Approval of September 2023 Treasurer’s Report 

MOTION was made by Commissioner Johnson, SECOND by Commissioner Adair to Approve the September 2023 Treasurer's Report. All Ayes: Motion Carried.

Public Comment

New Business 

Approve Proposed 2024 Board Meeting Schedule 

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve the 2023 Board Meeting Schedule. All Ayes: Motion Carried. 

Discuss/Approve Trick or Treat Hours: 4:00PM-6:00PM Tuesday, October 31, 2023 Mayor Kernc stated the village has these hours each year and is safer for those younger children to trick or treat so they are not out in the dark. MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to Approve the Trick or Treat Hours for October 31, 2023, from 4:00pm-6:00pm. All Ayes: Motion Carried. 

Old Business 

Grundy and Will County Sheriff’s Monthly Update 

Mayor Kernc stated there was a fighting incident in the village park which was captured on video from a cell phone. The Grundy County Sheriff's Department is looking into the matter. Kernc is having the Sheriff's Department issue no trespassing warning to those individuals who will be banned from the Village of Diamond Park. Violating the order could lead to arrest.

Public Works Department Updates 

Public Works Supervisor Jim Dunning stated Layne Christensen Company should be coming out this week to pull the pump in the well and complete a root cause analysis to determine the pump failure. Commissioner Johnson inquired if Dunning has reached out to ComEd to assist in this matter. They can place a monitor on it to see the voltage power, etc., which could be affecting the motor. Dunning will reach out to ComEd. Dunning the clarifier #2 is back online. Kasher inquired about the concrete which was poured today and would like Dunning to cover it due to overnight weather conditions.

Commissioner Warner 

Commissioner Warner stated they are looking into a water issue at a residential property which a sink leaked and caused damage to the property. Warner stated they are also investigating another incident at a residential unit regarding the failure of a hot water heater.

MOTION was made to adjourn at 6:32 p.m. by Commissioner Kasher, SECOND by Commissioner Warner. All Ayes: Motion Carried.
