A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, October 23, 2023, at 7:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present; Mayor Kolowski present.
PUBLIC COMMENT
PRESENTATION
MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS
Mayor Kolowski presented the Regular Minutes of October 23, 2023 (with corrections); Peru Volunteer Ambulance Service Monthly Report for September 2023; Annual Statement of the City Treasurer for Fiscal Year ending April 30, 2023; Treasurer’s Report for September 2023 and Peru Police Department Monthly Report for September 2023. Alderman Payton made a motion the minutes and reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.
FINANCE AND SAFETY COMMITTEE
Alderman Sapienza presented the following disbursements for payment on October 25, 2023:

Alderman Sapienza made a motion the disbursements be received, placed on file and the bills be paid in the usual manner. Alderman Tieman seconded the motion. Alderman Payton made a motion to authorize 2024 property casualty and workman’s compensation insurance with IMLRMA in the amount of $446,543.56. Alderman Payton, thank the Safety Committee Chair, Jeff King, and all department heads for continuing a positive trend. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
PUBLIC WORKS COMMITTEE
Alderman Moreno made a motion to approve crane services costs for generator #1 repairs. River Docks for an amount not to exceed $16,000.00. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Alderman Moreno made a motion to approve the arc flash protection equipment for the Hydroelectric plant switchgear. Circuit Breaker Sales for $24,625. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Alderman Lukosus made a motion to approve the final repair bills for unit #2 at the Hydroelectric plant. HCMS / Thompson Construction for $64,198.21 and $49,996.34. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Alderman Sapienza made a motion to approve proposal for the creation of City of Peru electric service and customer interconnection standards. BHMG Engineers for $20,000. Alderman O’Sadnick seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Alderman Sapienza made a motion to approve the proposal for creation of an operations, inspection & maintenance policy with economic justification study with Hydro Partners not to exceed $45,000. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Alderman Ballard made a motion to approve a proposal from Universal Asphalt & Excavating, Inc. in the amount of $16,500.0 for asphalt work at 10th Street and Plain Street. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
PUBLIC SERVICES COMMITTEE
Alderman Ballard made a motion to award the Fire Station/IVRD exterior building improvements Lite Construction in the amount of $449,700.00. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Adam Thorson, Director of Parks, Recreation and Special Events reported the following:
• Sunset Park playground equipment project is complete and is receiving favorable feedback.
• October 28th-Halloween in the Park from 1:00 p.m. to 3:00 p.m. with sensory time starting at 12:30 p.m.
• October 31st-Trick-or-Treat from 5:00 p.m. to 7:00 p.m.
• December 2nd- Lighted Christmas Parade.
REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS
Corporate Counsel Scott Schweickert presented the minutes of the Planning/Zoning Commission hearing held on October 11, 2023, on the petition of Steven G. Weberski concerning property located at 2611 7th Street, Peru IL. Alderman Moreno made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Lukosus seconded the motion; motion carried.
Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

PSM/Fire Chief Jeff King reported the following:
• Cemetery wall project is complete.
• All bathrooms/all parks, including Wiggly Field, have been winterized.
• Bollards at the Maud Powell Plaza have been removed.
NEW BUSINESS
Alderman Lukosus made a motion to authorize Human Resources to seek applicants for the position of Journeyman Lineman. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Alderman Lukosus made a motion to approve IBEW Local 51 Memo of Agreement Memo of Agreement Relating To Leading Journeyman Maintenance Operator Classification. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
PETITIONS AND COMMUNICATIONS
Clerk Bartley presented a communication from the Better Fishing Association requesting permission to hold their annual Kid’s Fishing Expo at Baker Lake on May 11, 2024. Alderman Tieman made a motion the communication be received, placed on file and grant permission. Alderman Ballard seconded the motion; motion carried.
