City of Peru Public Works Committee met Nov. 13.

Here are the minutes provided by the committee:

ROLL CALL: Chairman, Aldermen Lukosus, Sapienza and Ballard present. Alderman Moreno absent. Also present: Aldermen Payton, Tieman, Edgcomb, O’Sadnick and Mayor Kolowski

MINUTES

Alderman Sapienza made a motion to approve the Public Works Committee Minutes of October 30, 2023. Alderman Tieman seconded the motion; motion carried.

PUBLIC COMMENT

None

IT REPORT

Alderman Lukosus asked if the public Wi-Fi access has been resolved. IT (Information of Technology) Director Stephen Rounds reported yes.

WATER & SEWER

PSM/Fire Chief Jeff King reported the Water Department will be completing the IEPA-mandated water service line inventory beginning this week. PSM/Fire Chief King stated to expect to see crews around water service shut-off boxes periodically. This project will be ongoing over the next several months.

T.E.S.T.

Eric Carls, Director of Engineering and Zoning reviewed the following water and wastewater plant upgrades:

• West WWTP UV Disinfection project

• Clarifier

• Scada work at out water treatment plant

• New roofing on facilities

• Well 7 Rehab

• Mandated phosphorus upgrades

• Long term plans for WWTP expansion

Mr. Carls stated that most upgrades are IEPA mandated. Alderman Lukosus asked how smaller communities afford these mandated upgrades. Mr. Chris Perra, President of T.E.S.T. reported the IEPA mainly seeks larger communities, and most towns have to borrow the funds. Mr. Carls stated the city generally doesn’t qualify for grants because of our rate structure.

Mr. Perra reported on the following pertinent needs to the water/wastewater plant: 

1. IEPA mandated chlorine scrubber system; cost approximately $250,000

a. Study performed by Chamlin & Associates

b. Submit permits to IEPA

2. Backup generator for WWTP

a. Waiting on IEPA to determine if we are allowed to use our electric department to perform the work

b. May need backup generators at all water plants.

AIRPORT

Alderman Lukosus reported on a proposal from Airport Lighting Company in the amount of $33,701.10 for ODALS (Omin-directional Approach Lighting System) materials. Alderman Lukosus reported ODALS is used for bad weather landings and our system is inoperable. Eric Carls, Director of Engineering and Zoning reported he received a quote for less to fix the system, but parts are outdated and could have trouble replacing them in the future. Mr. Carls reported the Pappy System will cost approximately $100,000 and is looking into the Division of Aeronautics for grant opportunities.

Alderman Lukosus inquired about the future of airport layout plans and asked if Chamlin & Associates can create the plans. Mike Perry of Chamlin & Associates stated yes but would need to partner with outside firms. Alderman Lukosus reported this project could be reimbursable at 90% from TIPS program.

BUILDING & GROUNDS

Eric Carls, Director of Engineering and Zoning initiated a discussion regarding roof replacement at N. Peoria Water Treatment Plant & Wastewater Plant. Mr. Carls reported on the immediate need to replace the roof at the WWTP chlorine room. Mr. Carls reported on budgeted upgrades and would like permission to allow himself and Mr. Perra to create a 5-year capital improvement plan for the treatment plants. Alderman Lukosus reported $2-$4 million is allocated in distribution improvements, with $200,000 allocated in plant upgrades. Alderman Payton reported he is in favor of allowing Mr. Carls and Mr. Perra to identify issues and create a long-term plan.

STREETS & ALLEY

None

ELECTRIC

Alderman Lukosus made a motion to a quote from Normandy Machine Co. Inc. In the amount of $13,500 for tap charger services for the rail station transformer. Alderman Ballard seconded the motion. Electric Department Operations Manager Kevin Minnick reported there is a transformer on load tap changer that has elevated dissolved gas in the insulating oil. These charges are for a qualified technician to come and diagnose issues with the apparatus. Deputy Clerk Stephanie Piscia called the roll with Aldermen Lukosus, Sapienza and Ballard voting aye; Alderman Moreno absent; motion carried.

ENGINEERING

Eric Carls, Director of Engineering and Zoning reported on the following projects: 

• Master Builder Way

o Pouring this week, then connections at Plank Road

o Open on or before December 1st

o 50% of project is funded

• NE Water Main Project

o Completed, turned out well

o Phase II to come in 2025

• East Baker Lake Parking Lot

o Completed

o More improvements in next fiscal year

o Signage will be next with the far north bay will all be handicap spots

OLD BUSINESS

None

NEW BUSINESS

Eric Carls, Director of Engineering and Zoning initiated a discussion regarding metal sided buildings in residential areas. Mr. Carls reported that sometimes his office receives requests for metal-sided buildings. Mr. Carls reported they are not favorably looked upon and don’t fit in with many residential characteristics. Mr. Carls stated he would like to implement detailed permitters, noting the current zoning ordinance is outdated. Mr. Carls said he would like to seek the committee's opinions and planning/zoning commission on how to move forward for future requests.

PSM/Fire Chief Jeff King reported the trees in the area around the roundabout have been planted
