City of Peru Committee of a Whole met Dec. 18.

Here are the minutes provided by the committee:

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, December 18, 2023 at 6:30 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present; Mayor Kolowski present.

PUBLIC COMMENT

MINUTES

Clerk Bartley presented the Committee of A Whole Minutes of December 4, 2023. Alderman O’Sadnick made a motion that the minutes be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

PUBLIC WORKS COMMITTEE

Legal-Ordinances/Resolutions

Eric Carls, Director of Engineering and Zoning reported on the proposed ordinances/resolution:

• Rt. 6 Sewer Separation and Water Main Project (Area 2 Phase 1)

o Approve IDOT permit.

o Approve resolution for construction of (Area 2 Phase 1)

o Both are mandatory IDOT requirements.

• North Trunk Sewer Project

o Approve matching funds resolution.

• Text Amendments/A-2 Agricultural Transition District

o Resolutions to narrow uses

• Wind Farms/Electric-Generating Wind Devices

o Approve ordinance to extend limitation to 1.5 miles.

• Land Lease Agreement

o Consent of assignment for sale of hangar.

Electric Operations Manager Kevin Minnick reported the following:

• Noted requirement to put together spill containment plan to meet legislated requirements.

• Reported on results of evaluation of Unit 1 at the hydro plant.

o Not salvageable / catastrophic loss

o Some pieces can be saved.

IT Director Stephen Rounds reported he is working on a grant for cyber security software.

Radio Upgrades/Separation (Electric Department & Public Works Department)

PSM/Fire Chief Jeff King updated the committee regarding upgrades and separation of radio frequencies. PSM/Fire

Chief King reported the approximate cost of $45,000 to which will be included in next year’s budget. PSM/Fire

Chief also reported a cost of $5,000 for preliminary fiber.

PUBLIC SERVICES COMMITTEE

DigiTicket

Police Chief Sarah Raymond reported the police department will be adding five more mobile licenses to increase efficiencies for an additional cost of $14,400.

PSM/Fire Chief Jeff King reported today noted today was the 500 th call for the fire department, making it a record year.

FINANCE COMMITTEE

Alderman Payton reported on the donation request from LaSalle Peru Band Parent Association for their annual trivia night.

ADJOURNMENT

Alderman Payton made a motion that the meeting be adjourned. Alderman Edgcomb seconded the motion and motion carried.

Meeting adjourned 6:53 p.m.
