City of Peru Public Works Committee met Jan. 8.

DATE OF MEETING: Monday, January 8, 2024 TIME: 3:30 PM

PLACE OF MEETING: Peru Municipal Building

ROLL CALL: Chairman, Aldermen Lukosus, Sapienza, Ballard and Moreno present. Also present:

Aldermen Tieman, Edgcomb, O’Sadnick and Mayor Kolowski. Alderman Payton absent.

MINUTES

Alderman Sapienza made a motion to approve the Public Works Committee Minutes of December 11, 2023. Alderman Moreno seconded the motion; motion carried.

IT REPORT

WATER & SEWER

PSM/Fire Chief Jeff King noted all area residents are impacted by a water main break are notified.

BUILDING & GROUNDS

STREETS & ALLEY

PSM/Fire Chief Jeff King reminded residents that parking is prohibited on streets after 3 inches of snowfall. 

PSM/Chief King also reminded residents to keep fire hydrants, gas meters and return and fresh air lines clear.

ELECTRIC

None

ENGINEERING

Eric Carls, Director of Engineering and Zoning reported he met with the aldermen and reviewed the proposed 2024 General Fund Street Program. Mr. Carls noted the program is ready to go to bid with an engineer’s estimate of $800,000 to $900,000. Mayor Kolowski inquired about the stretch of road in front of Maze Lumber. Mr. Carls noted it would likely be included with the 2025 street program.

Alderman Lukosus made a motion to authorize bidding of the 2024 General Fund Street Program.

Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Lukosus, Sapienza, Ballard and Moreno voting aye; motion carried.

OLD BUSINESS

PSM/Fire Chief Jeff King reported the new leaf vacuum truck is scheduled for delivery next week.

NEW BUSINESS

Alderman Lukosus made a motion to authorize human resources to seek applicants for Public Works Laborer position. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Lukosus, Sapienza, Ballard and Moreno voting aye; motion carried.

Alderman Sapienza initiated a discussion regarding vape/smoke shops and body art/tattoo businesses.

Alderman Sapienza inquired on how the city could monetize on these types of businesses. Alderman O’Sadnick voiced his support of the effort. Alderman Edgcomb stated he is opposed to these businesses but if the city restricts them, there will be empty buildings that require investment.

Alderman Lukosus initiated a discussion regarding the prolific use of vinyl signs on street fronts and sides of buildings. Eric Carls, Director of Engineering and Zoning reported he will check for compliance and notify the businesses if in violation.

Economic Development Director Bob Vickery recommended a broader façade program to include roofing.

Alderman Edgcomb recommended participation with the IL SBDC to promote placement in the city.

Corporate Counsel Scott Schweickert recommended a possible Rt. 6 business district easement.

CLOSED SESSION

Alderman Lukosus made a motion to go into closed session to discuss litigation “when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent in which case the basis for the finding shall be recorded and entered into the minutes of the closed  meeting and meeting where the purchase or lease of real property for the use of the public body is considered, including meetings held for the purpose of discussing whether a particular parcel should be acquired. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Lukosus, Sapienza, Ballard and Moreno voting aye; motion carried.

Closed session began at 4:05 p.m.; ended at 4:37 p.m.

Alderman Lukosus made a motion to re-open the meeting. Alderman Ballard seconded the motion.

ADJOURNMENT

Alderman Lukosus made a motion to adjourn the meeting. Alderman Ballard seconded the motion; motion carried.
