City of Ottawa City Council met March 5

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson and Brent F. Barron.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, February 20, 2024, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of March 1, 2024, in the amount of $523,237.43, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated March 5, 2024, showing expenses in the amount of $1,264,794.76, be approved and warrants issued.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance providing for public transportation in the City of Ottawa, Illinois, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an amendment to the Federal 5311 Grant agreement for NCAT, which has been on file for public inspection since February 20, 224, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing acceptance of the Special Warranty for NCAT, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing and ratifying a contract

for service between the City of Ottawa and Clik Entertainment LLC, for the T Swift Dance

Party during Friendship Days, be adopted.

Second by Ganiere.

Commissioner Eichelkraut gave a Friendship Days activities update.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa, the Earlville Lions Club, and Tri County Opportunities Council, for NCAT, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of February 2024, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Brian Bressner, for the month of February 2024, be received and placed on file.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a proposal for grant writing assistance by Lexipol for the Ottawa Fire Department, be received and placed on file for public inspection.

Second by Eichelkraut.

Commissioner Ganiere added that this is a $200,000.00 equipment grant.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a testing and assessment services agreement between the City of Ottawa and Law Enforcement Testing and Assessment LLC, for the Ottawa Police Department, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the 5 year Quote received from Axon Enterprises Inc. in the amount of $147,469.46 for the Ottawa Police Department’s taser lease program, be accepted and paid for from the Drug Fund.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a design and engineering inspection services agreement between the City of Ottawa and Renwick & Associates Inc., for the 2024 Curb Replacement Project, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a maintenance engineering inspection services agreement between the City of Ottawa and Renwick & Associates Inc., for the 2024 Street Maintenance, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty. Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of an engineering design and construction services agreement between the City of Ottawa and Etscheid, Duttlinger, & Associates Inc., for the 2024 Watermain Replacements, which has been on file for public inspection sine February 20, 2024, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing an amendment to the professional services agreement between the City of Ottawa and Fehr Graham, for the new Wastewater Treatment Plant site’s clearing, grubbing, and leveling, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron noted that March 22nd is International Water Day.

Mayor Hasty presented Report of Registrar.

Moved by Mayor Hasty that the Report of Registrar, Shelly L. Munks, for the month of February 2024, be received and placed on file.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Parking Administration.

Moved by Mayor Hasty that the Report of the Parking Administration Department showing fines collected of $2,725.00 for the month of February 2024, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Building Official.

Moved by Mayor Hasty that the Report of Building Official, Mathew W. Stafford, for the month of February 2024, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an agreement between the City of Ottawa and the YMCA, for property use and maintenance, which has been on file for public inspection since February 20, 2024, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinances.

Moved by Mayor Hasty that Ordinances approving and authorizing the execution of intergovernmental agreements between the City of Ottawa, Ottawa Township High School District #140, Wallace Community Consolidated School District #195, IVCC District #513, and LaSalle County, for the Ottawa I-80 North TIF District, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None. 

Mayor Hasty presented Ordinances.

Moved by Mayor Hasty that Ordinances approving and authorizing the execution of intergovernmental agreements between the City of Ottawa, Rutland School District #230, Ottawa Elementary School District #141, Ottawa Township High School District #140, IVCC District #513, and LaSalle County, for the Ottawa U.S. Route 6 East TIF District, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinances.

Moved by Mayor Hasty that Ordinances approving and authorizing the execution of intergovernmental agreements between the City of Ottawa, Rutland School District #230, Ottawa Elementary School District #141, Ottawa Township High School District #140, IVCC District #513, and LaSalle County, for the Ottawa Canal TIF District, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinances.

Moved by Mayor Hasty that Ordinances approving and authorizing the execution of intergovernmental agreements between the City of Ottawa, Ottawa Township High School District #140, Wallace Community Consolidated School District #195, IVCC District #513, and LaSalle County, for the Ottawa Dayton Industrial TIF District, be received and placed on file for public inspection.

Second by Barron.
