Village of Seneca Village Council met March 5

Here are the minutes provided by the council:

Roll Call: 

Present: Mayor Olson, Commissioners Peddicord and Victor 

Absent: Commissioners Higgins and Weber 

Also Present: Village Clerk Jennifer Peddicord, Attorney Bob Russo and 

Engineer Casey McCollom 

All stood for the Pledge of Allegiance to the Flag of the United States of America. 

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the February 20, 2024 council meeting minutes as presented. 

Roll Call: Ayes: Olson, Peddicord and Victor 

Nays: None 

Absent: Higgins and Weber 

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the payment of bills as presented. 

Roll Call: Ayes: Olson, Peddicord and Victor 

Nays: None 

Absent: Higgins and Weber 

BUSINESS SPOTLIGHT PRESENTATION: 

None. 

COMMUNICATIONS, PETITIONS, REPORTS AND ADDITIONAL AGENDA ITEMS: 

None. 

OLD BUSINESS: 

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the adoption of Ordinance 24-05, An Ordinance Adopting a 2024 Zoning Map. 

Roll Call: Ayes: Olson, Peddicord and Victor 

Nays: None 

Absent: Higgins and Weber 

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the adoption of Ordinance 24-06, An Ordinance Establishing a Façade Improvement Grant Program. Mayor Olson advised that this program will be open to all Seneca businesses. He will be seeking additional funds to increase the amount of grants available.

COMMISSIONER'S REPORT AND NEW BUSINESS: 

PUBLIC PROPERTY, WATER & SEWER - WEBER: 

Due to the absence of Comm. Weber, Mayor Olson presented his agenda item. 

A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve an expenditure to Illinois Environmental Protection Agency in the amount of $34,028.85 for annual loan payment.

Nays: None 

Absent: Higgins and Weber 

ACCOUNTS AND FINANCE - VICTOR: 

A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve an expenditure to Klein, Thorpe & Jenkins in the amount of $1,887.50 for legal expenses. 

Roll Call: Ayes: Olson, Peddicord and Victor 

Nays: None 

Absent: Higgins and Weber 

STREETS - HIGGINS: 

Due to the absence of Comm. Higgins, Mayor Olson presented his agenda item. 

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve an expenditure to USA BlueBook in the amount of $1,609.95 for safety can cabinet.

Nays: None

PUBLIC HEALTH AND SAFETY - PEDDICORD: 

None. 

PUBLIC AFFAIRS - OLSON: 

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the adoption of Resolution No. 626, Destruction of Executive Session Recordings. 

Roll Call: Ayes: Olson, Peddicord and Victor 

Nays: None 

Absent: Higgins and Weber 

A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve the Contract for Sale of 362 N. Market Street and authorizes Mayor Jeff Olson to execute same. This matter will be closed by the end of the week and demolition could start as early as next week.

Absent: Higgins and Weber 

Mayor Olson announced two Park Board vacancies. Applicants must live within village limits. This is a volunteer position. Letters of interests should be sent to village hall by Monday, April 15, 2024. 

PUBLIC COMMENT: 

None. 

A motion was made by Comm. Victor and seconded by Comm. Peddicord to adjourn the council meeting at 6:06 p.m.
