City of Ottawa City Council met April 16

Here are the minutes provided by the council:

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Mayor Robert Hasty, Commissioners Thomas G. Ganiere, Marla K. Pearson, and Brent F. Barron.

Absent: Wayne A. Eichelkraut Jr.

Commissioner Pearson presented minutes of previous meeting.

Moved by Commissioner Pearson that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, April 2, 2024, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

It was announced that South Ottawa Township could not be present tonight for their check presentation. Commissioner Pearson added that they are making a $25,000.00 donation, which will be used towards the new shelter at Peck Park.

Mayor Hasty presented Proclamation.

Moved by Mayor Hasty that a Proclamation declaring April 14 through April 20, 2024, as Telecommunicators Week in the City of Ottawa, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere read the names of our Telecommunicators and Captain Mike Cheatham handed out years of service pins to each one in attendance.

A public hearing was held on the proposed Operating Budget for fiscal year 25. City Treasurer, Don Harris read a prepared statement on details of the budget. With no one publicly commenting, the hearing was declared closed at 7:10 p.m.

Mayor Hasty presented Biweekly Salary Payroll.

Moved by Mayor Hasty that the Biweekly Salary Payroll of April 12, 2024, in the amount of $534,546.97, be approved and warrants issued.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Bimonthly Expense Report.

Moved by Mayor Hasty that the Bimonthly Expense Report dated April 16, 2024, showing expenses in the amount of $1,578,620.49, be approved and warrants issued.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Monthly Financial Report.

Moved by Mayor Hasty that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of March 2024, be received and placed on file.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance adopting the Operating Budget for the fiscal year commencing May 1, 2024, which has been on file for public inspection since April 2, 2024, be passed and approved.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance establishing compensation for all part time appointed NCAT bus operators, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of employment agreements for appointed personnel in full time NCAT bus operators and the Assistant to Finance, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an intergovernmental agreement for communication/dispatching services between the City of Ottawa and the City of Earlville, which has been on file for public inspection since April 2, 2024, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a sale agreement between the City of Ottawa and Trailers Midwest Inc., be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an agreement between the City of Ottawa and Brycer Inc., for inspection report software to be used by the Fire Department, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere added that 8 firefighters just graduated from Fire Academy. It’sthe most we have ever had in the department’s history. Mayor Hasty commended both the firefighters and police officers that received the Valor Award for helping a young boy.

Commissioner Pearson presented Request.

Moved by Commissioner Pearson that the City Clerk be authorized to advertise for Bids for the 2024 Curb Replacements. Bids will be received until Tuesday, April 23, 2024, at 10:00 a.m.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution requesting permission from the Illinois Department of Transportation to temporarily close LaSalle Street from Lafayette Street to Lincoln Place on Saturday, October 26, 2024, from 10:00 a.m. until 12:30 p.m. for theHalloween Parade, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of a professional services agreement between the City of Ottawa and Fehr Graham, for a source water protection plan, which has been on file for public inspection since April 2, 2024, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of a management and supervision agreement between the City of Ottawa and TEST, for the Water and Wastewater Plants, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron presented Quote.

Moved by Commissioner Barron that Quote received from Layne Christensen to conduct a maintenance inspection on the pump for Well #8 in an amount not to exceed $150,000.00, which has been on file for public inspection since April 2, 2024, be approved and paid for from the Water Fund.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron presented Quote.

Moved by Commissioner Barron that the Quote received from Drydon Equipment Company for an invertor assembly and circuit board for blower #3 at the Wastewater Treatment Plant, be approved and paid for form the Wastewater Fund.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron reminded that its grass cutting season. Please keep your clippings in your yard and do not block our storm sewers.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance amending Section 2-71 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding salary increases for the Mayor and Commissioners, effective May 1, 2027, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance establishing bonuses for appointed full time City Hall Staff, which has been on file for public inspection since April 2, 2024, be passed and approved.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a consulting agreement between the City of Ottawa and Ramsey Historic Consultants Inc., for the South Bluff survey, which has been on file for public inspection since April 2, 2024, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of employment agreements for appointed City Officials, which has been on file for public inspection since April 2, 2024, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a service agreement between the City of Ottawa and Telus Health Ltd., for the City’s employee assistance program, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution granting an extension of the time for filing a final plat for Brookside Commercial Subdivision Lot 2, until April 15, 2026, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Request.

Moved by Mayor Hasty that the Request for a fundraiser from the American Legion Post #33 Auxiliary to hold their annual Poppy Days on Thursday, May 23, and Friday, May 24, 2024, at the intersection of Norris Drive and Columbus Street, be approved.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Proclamation.

Moved by Mayor Hasty that a Proclamation declaring Saturday, September 21, 2024, as It’s our Fox River Day in the City of Ottawa, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Proclamation.

Moved by Mayor Hasty that a Proclamation proclaiming Friday, April 26, 2024, Arbor Day in the City of Ottawa, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a lease purchase agreement between the City of Ottawa and Midland States Bank for a 2023 Ford F550 dump truck, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

The Mayor announced a tree planting program. Residents can get a tree in their yard for $100.00 per tree.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.
