City of Peru City Council met April 22

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City

Council Chambers on Monday, April 22, 2024, at 7:00 P.M.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present, Alderman Tieman absent. Mayor Kolowski present.

PUBLIC COMMENT

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of April 8, 2024, Treasurer’s Report for March 2024, Peru Police Department Monthly Report for March 2024 and the Peru Volunteer Ambulance Service Inc.

Activity Report for March 2024. Alderman Payton made a motion the minutes and reports be received and placed on file. Alderman O’Sadnick seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Sapienza presented the following disbursements for payment on April 24, 2024:

Alderman Sapienza made a motion the disbursements be received, placed on file and bills paid in the usual manner. Alderman O’Sadnick seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

Finance Officer Tracy Mitchell reported on a recent meeting with Mayor Kolowski and Alderman Payton and the updated changes have been distributed.

Alderman Payton made a motion to seek bids for Boiler and Machinery Insurance. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

Alderman Payton made a motion to seek bids for Property Casualty and Workman’s Compensation insurance. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

Alderman Ballard made a motion to approve $3,000 donation to Illinois Valley Animal Rescue. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

Alderman Ballard made a motion to approve $500 contribution to Horizon House Road to Independence Campaign. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

Alderman Payton made a motion to approve $100 Hole Sponsor for the Peru CSO Golf Fundraiser.

Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Edgcomb made a motion to authorize the hiring of patrolman. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

Alderman Payton made a motion to approve Tuition Reimbursement for Firefighter Ryan Frank to obtain Graduate Degree in Public Safety Administration pursuant to the terms stated in the Employee Handbook.

Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

Alderman O’Sadnick made a motion to approve quote from Ladzinski Cement Finishing in the amount of $18,035.00 (+$1,100.00 to grind and rub face of wall), to reinforce park wall at McKinley Park.

Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

PUBLIC WORKS COMMITTEE

Alderman Sapienza made a motion to award the JR's subdivision Water Main Extension to the lowest responsible bidder J.W. Ossola Construction in the amount of $130,380.00. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Payton abstained, Alderman Tieman absent; motion carried.

Alderman Ballard made a motion to award the 5th St. & 10th St. Water Main Improvements to the lowest responsible bidder SKI Sealcoating & Maintenance, Inc. in the amount of $771,746.12. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

Alderman Lukosus made a motion to receive and place on file the City of Peru Water and Sewer Acreage and Impact Fee report effective May 1, 2024. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

Council discussed the purchase of replacement lights for the front of City Hall for $12,500. Alderman Sapienza and Mayor Kolowski were not in favor; motion tabled.

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented the minutes of the April 10, 2024, Planning/Zoning Commission hearing on the petition of Illinois Valley Leasing Co. d/b/a Illinois Valley Auto Group concerning property commonly known as 3315 Frontage Road, Peru, IL. Alderman Payton made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Edgcomb seconded the motion; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

Commission hearing on the petition of Olivia and Peyton Roop concerning property located at 1627 1st Street, Peru, IL. Alderman O’Sadnick made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Sapienza seconded the motion; motion carried.

A RESOLUTION AUTHORIZING EXECUTION OF A JOINT FUNDING AGREEMENT AND COMMITTING THE CITY’S MATCHING FUNDS FOR THE PLANK ROAD RECONSTRUCTION PROJECT (PHASE I)

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; Alderman Tieman absent; motion carried.

Council tabled-AN ORDINANCE AUTHORIZING EXECUTION OF LABOR AGREEMENT BETWEEN THE CITY OF PERU AND IBEW LOCAL 51 PROCLAMATIONS

Clerk Bartley presented a proclamation proclaiming May 2024 as A.B.A.T.E of Illinois Motorcycle Awareness Month. Alderman Sapienza made a motion the proclamation be received and placed on file.

Alderman O’Sadnick seconded the motion; motion carried.

Clerk Bartley presented a proclamation proclaiming May 6-10, 2024 as National Teacher Appreciation Week and May 7, 2024 as National Teacher Appreciation Day. Alderman Sapienza made a motion the proclamation be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

Mayor Kolowski initiated a discussion of Wings Across America video for the TBM Avenger & Salute to Veteran’s event.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a petition from Central Bank Illinois, an Illinois Banking Corporation, seeking a variance and approval of the Final Plat of the Subdivision of Lot 5 of the Resubdivision of Midway Commercial Subdivision to the City of Peru. Alderman Payton made a motion to receive the petition and place it on file. Alderman Edgcomb seconded the motion; motion carried.

Clerk Bartley presented a petition from Jim Piraino seeking variances from the Zoning Ordinance for the property located at 1905 1st Street. Alderman O’Sadnick made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Sapienza seconded the motion; motion carried.

Clerk Bartley presented a communication from David J. Sickley Trust for several properties in Hollerich Industrial Park. (Lots 1,2,3 in 9th Addition and Lots 4,5,6,7 in 10th Addition). Alderman Lukosus made a motion the communication be received, placed on file and permission granted. Alderman Ballard seconded the motion; motion carried.

Clerk Bartley presented a communication from Alexandra West seeking variances from the Zoning Ordinance for the property located at 2228 11th Street. Alderman Moreno made a motion the communication be received, placed on file and permission granted. Alderman Lukosus seconded the motion; motion carried.

Clerk Bartley presented a communication from Sarah Raymond with the Peru Police Department and Lissa Olson with the LaSalle County Veteran's Assistance Commission, to hold the first inaugural "Warriors & Guardians 5k" starting and finishing in Centennial Park on Saturday July 6, 2024. Alderman Payton made a motion the communication be received, placed on file and permission granted. Alderman Edgcomb seconded the motion; motion carried.

Clerk Bartley presented a communication from Illinois Valley Pickleball Club requesting permission to host a pickleball tournament at Washington Park on Saturday, June 1st from 9am-4pm (rain date 6/12/24).

Alderman Payton made a motion the communication be received, placed on file and permission granted.

Alderman Sapienza seconded the motion; motion carried.

Clerk Bartley presented a petition from Augustine Ortega-Villasenor requesting annexation and resubdivision of property located at 27 West U.S. Highway 6. Alderman Lukosus made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Moreno seconded the motion; motion carried.

MAYOR’S NOTES

Alderman Lukosus reported the TBM Avenger & Salute to Veterans event is three weeks away and still seeking volunteers.

Mayor Kolowski reported on Peru Boys and Girls Little Opening Ceremonies.

Mayor Kolowski thanked the city, on behalf of Illinois Valley Animal Rescue, for the donation.

Alderman Sapienza made a motion that the meeting be adjourned. Alderman O’Sadnick seconded the motion and motion carried. The meeting was adjourned at 7:44.
