City of Peru Committee of a Whole met May 6

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, May 6, 2024 at 6:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present. Mayor Kolowski present.
PUBLIC COMMENT
PRESENTATION
Matthew Klein, of Matthew Klein Films addressed the council regarding the opportunity to produce a 2–3- minute video showcasing the TBM Avenger Reunion Show and highlighting the city. Mr. Klein stated that his team has been brainstorming new ideas, since the premiere of “Ice Climbers of Starved Rock” and people have suggested the TBM Avenger and Salute to Veteran’s event. Mr. Klein noted the fact that the event happens here and from discussion with event coordinator Cary Miller, the event is the largest and only of its kind in the country. Mr. Klein stated the working title the team has given the project at Phase 1 is “Wings Across America: The TBM Avenger Legacy. Mr. Klein stated that every single one of the planes that fly out here, and even the planes that don’t make it out here, all have a story. Alderman Lukosus stated video sounds like a great idea, and he couldn’t wait to see it come to fruition. Alderman Lukosus reported on the quality of Mr. Klein’s work and thinks the city could use the video for not only promotion of the air show but for economic development and to sell Peru. Alderman Sapienza asked Mr. Klein what his royalties would be after the video was completed and if the city would be able to use the video in anyway it wanted to. Mr. Klein stated the city would have 100% nonexclusive rights to the deliverables for Phase 1, meaning the city can use the video at no cost, including editing or taking still photographs for advertising purposes. But, that he would have access to the use of it, as well. Mr. Klein stated that Phase 1 would be the initial 2-to-3-minute highlight video and the next step in the process is unknown until his team gets started and sees what footage and stories there are to tell.
MINUTES
Clerk Bartley presented the Committee of A Whole Minutes of April 2, 2024. Alderman Sapienza made a motion that the minutes be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

FINANCE COMMITTEE
PUBLIC SERVICES COMMITTEE
Police Chief Sarah Raymond initiated a discussion regarding the purchase of two 2024 Ford Interceptor squad cars, one 2025 Ford Interceptor squad car, and one Hyundai Tuscon administrative vehicle.
Adam Thorson, Director of Parks, Recreation and Special Events reported on the Upper Iowa-Grand Valley State College baseball games held at Veteran’s Park on May 1st and 2nd.
PUBLIC WORKS COMMITTEE
PSM/Fire Chief Jeff King reported on the chipper truck sustained $18,575.00 of damage by a metal post. Clerk Bartley stated he will file an insurance claim for the damage.
CLOSED SESSION
Alderman Tieman made a motion to go into closed session to discuss the setting of a price for sale or lease of property owned by the public body. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion
carried.
Closed session began at 6:28 p.m. and ended at 6:56 p.m.
Alderman Ballard made a motion to reopen the meeting. Alderman Lukosus seconded the motion. Clerk Bartley
called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present. Mayor Kolowski present.
ADJOURNMENT
Alderman Moreno made a motion that the meeting be adjourned. Alderman O’Sadnick seconded the motion and motion carried.
