City of Peru City Council met May 20

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, May 20, 2024, at 7:02 P.M.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present. Mayor Kolowski present.
PUBLIC COMMENT
PRESENTATION
Mr. Corey Schuh P.E., project engineer for Geneseo Communications, provided the council with an update regarding the progression of the fiber-to-the-premises installation. Mr. Schuh stated cabinet work at Wenzel Road is complete and work has begun on the 28th Street cabinet. Mr. Schuh was asked about restoration of residents’ yards. Mr. Schuh stated they do their best to minimize impact and restore unearthed areas. Our crews will return and backfill those spots. Our efforts may include spreading some grass seed and putting down some straw to help restore the land to its original condition.

Mayor Kolowski presented the Regular Minutes of May 6, 2024, and Peru Police Department Monthly Report for April 2024. Alderman Payton made a motion the minutes be received and placed on file.

FINANCE AND SAFETY COMMITTEE
Alderman Sapienza presented the following disbursements for payment on May 22, 2024:

PUBLIC SERVICES COMMITTEE
Alderman Edgcomb made a motion to approve sharing costs with Ax Church for replacing mulch at Baker Lake (total cost of project-$12,000.00; $6,000 city share). Alderman Payton seconded the motion.
Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
PUBLIC WORKS COMMITTEE
Alderman Ballard made a motion to approve invoice from Chapman’s Mechanical Systems Inc. for backflow repairs at Public Works Building, in the amount of $11,575.00. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Alderman Ballard made a motion to approve a proposal from City Blue for a Canon Oce ColorWave 3600 plotter in the amount of $15,800.00. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Alderman Sapienza made a motion to approve purchase of 6 high voltage in-line disconnects “additional replacements bolts” from Fletcher-Reinhart, in the amount of (approximately) $12,500.00. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Alderman Sapienza made a motion to approve purchase of new bucket truck from Custom One Truck Source, in the amount of $213,970.00 (Electric Department). Alderman Moreno seconded the motion.

Alderman Moreno made a motion to approve quote from VIPower Services LLC, in the amount of $587,614.00 for CAT Generation Controls Upgrade Units 11-17. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Alderman Moreno made a motion to approve quote from VIPower Services LLC, in the amount of $72,500.00 for Relay Upgrade Units 11-15. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.
Alderman Lukosus made a motion to approve quote from VIPower Services LLC, in the amount of $101,755.00 for CAT Generation CDVR Upgrade Units 11-17. Alderman Payton seconded the motion.

Eric Carls, Director of Engineering and Zoning reported concrete portion is 80% complete with milling and paving to begin in the next two weeks.
REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS
Corporate Counsel Scott Schweickert presented the minutes of the May 15, 2024, Planning/Zoning Commission hearing on the petition of Central Bank Illinois concerning property commonly known as 1721 Midtown Road, Peru, IL. Alderman Edgcomb made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Payton seconded the motion; motion carried.
Council tabled: AN ORDINANCE APPROVING THE FINAL PLAT OF THE SUBDIVISION OF LOT 5 OF THE RESUBDIVISION OF MIDWAY COMMERCIAL SUBDIVISION TO THE CITY OF PERU AND WAIVERS AS SOUGHT BY THE PETITION OF CENTRAL BANK ILLINOIS

Alderman Payton made a motion the petition be received, placed on file and referred to Planning/Zoning Commission for review and recommendation. Alderman Edgcomb seconded the motion; motion carried.

Alderman Edgcomb made a motion to authorize Matthew Klein Films to produce video showcasing TBM Avenger Reunion & Salute to Veterans event, for $8,500.00 ($7,500 with $1,000 anonymous donation).

NEW BUSINESS
PETITIONS AND COMMUNICATIONS
Clerk Bartley presented a communication from Crossbridge Church requesting permission to hold a church event, to include music and food trucks, at Centennial Park on August 18, 2024. (Use of Shelter #3 & #4-Bandshell). Alderman Payton made a motion to receive the communication, place it on file and permission granted. Alderman Edgcomb seconded the motion; motion carried.
Clerk Bartley presented a communication from AX Church requesting permission to hold the Hope Week Kickoff event at Centennial Park on June 2nd from 8am-12pm. (entire park). Alderman Edgcomb made a motion to receive the communication, place it on file and permission granted. Alderman Tieman seconded the motion; motion carried.
Clerk Bartley presented a communication from Justin Rubley of Elle’s Tap requesting permission to hold a Cops 4 Cancer fundraising event at Pulaski Street Park (adjacent to their property at 930 Prospect Ave.) on June 29th from noon-10pm; closure of Prospect Street from 5th to 4th Street. (Event will have music until 9pm). Alderman Tieman made a motion the communication be received, placed on file and permission granted. Alderman Ballard seconded the motion; motion carried.
Clerk Bartley presented a communication from Ashley Gonzalez of 2604 Laura Drive, requesting permission to close off a portion of Laura Drive from her property to 26th Street for a graduation party on June 9th. Alderman Payton made a motion the communication be received, placed on file and permission granted. Alderman Tieman seconded the motion; motion carried.
Clerk Bartley presented a communication from Wellness and Recovery with Maitri requesting permission to hold a Recovery Awareness Event on Sunday, September 15th at Centennial Park. (150-200 expected to attend). Alderman Edgcomb made a motion the communication be received, placed on file and permission granted. Alderman Payton seconded the motion; motion carried.
Clerk Bartley presented a communication from South Shore Boat Club requesting permission for 1 hour extension of day hours to 11:00 p.m. on July 20th for the annual South Shore Boat Club Bikini Contest.
Alderman Sapienza made a motion the communication be received, placed on file and permission granted. Alderman O’Sadnick seconded the motion; motion carried.
MAYOR’S NOTES
Alderman Lukosus noted the success of the TBM Avenger and Salute to Veterans event and it truly being a community event. Alderman Lukosus thanked Public Works Department, Police Department, Fire Department, EMS, Mayor Kolowski, volunteers, Tim Gillan, Chuck Studer, Cary Miller, Brad and Jane Deckert, Jeff Perry, Matt Becker and Chris Perra.
Alderman Payton stated the event showed the city employees commitment to make such a great event.
Alderman Payton commented on the visit from Dalzell Grade School and how much the event brought to their school.
Alderman Sapienza commented on the number of small kids noting the family friendly event.
Alderman Edgcomb complimented the Boy Scout Troop 1055 for hosting the pancake breakfast.
Alderman Lukosus noted the civil air patrol.
Alderman Tieman complimented Lissa Olson of LaSalle County Veterans Assistance Commission regarding the Veterans Expo.
Mayor Kolowski thanked the Fire Department, Police Department, Public Works Department, volunteers, Tim Gillan and the veterans.
Cary Miller reported the pilots and crew expressed how receptive the City, along with the committee involvement, calling it an amazing group. Mr. Miller reported that we do not reach out to pilots to attend the event, they reach out to us.
Mayor Kolowski noted the challenging Rte. 6 traffic flow due to the construction performed by IDOT.
Adam Thorson, Director of Parks, Recreation and Special Events reported on the newly constructed batting cages at McKinley Park. Mr. Thorson thanked Steve and Laurie Micheli for their generous donation of concrete. Mr. Thorson also reported on the donated services by Wozniak Concrete Finishing.
Mr. Thorson reported work has begun on the failing wall at McKinley Park.
