City of LaSalle Finance Committee met May 28

ROLL CALL

Others Present: Finance Director John Duncan, Economic Development Director Curt Bedei, City Building Inspector Andy Bacidore, City Engineer Brian Brown, City Attorney James McPhedran (6:03pm), City Treasurer Virginia Kochanowski
Moved by Alderman Reynolds and seconded by Alderman Bacidore to approve the minutes from May 13, 2024.
Voice vote, all ayes. Motion carried.
Finance Director Duncan mentioned that the following agreement was discussed at the last meeting. Duncan mentioned that this is in regard to about 15 accounts that don’t apply for the aggregation agreement. They city currently uses the Rock River consultants, and they recommended this two-year agreement for the city. The rates are currently going up and this would lock them in for those two years.
Moved by Alderman Herndon and seconded by Alderman Reynolds to approve the recommendation regarding approval of electric service agreement with Homefield Energy for entities outside of electric service agreement with Homefield Energy for entities outside of City’s aggregate program.

Chairman Ptak stated that everything was in order for the following item to be approved and Mike Bird has done a lot to this building. Ptak stated that the windows look great, and he spoke to Bird last week and he potentially has two renters. Ptak also believes that this amount would max out Bird on his RIP grants.
Alderman Crane wanted all public to know that the RIP grant is available to any resident or business owner that would like to improve their building in La Salle.
Moved by Alderman Reynolds and seconded by Alderman Thompson to approve the recommendation regarding a request from M Bird Estates for two Redevelopment Incentive Program grants totaling $25,000 for the north and west sides of premises located at 502 1st Street.

Chairman Ptak mentioned that he does not remember donating to MASS before but he stated on the paperwork that they do service residents. They did not specify a dollar amount for a donation. Chairman Ptak threw out the amount $250. Alderman Bacidore would have liked for this business to be here to explain more behind MASS. Alderman Lavieri did state that their paperwork mentioned providing 1,269 rides to 46 unduplicated persons in La Salle.
Moved by Alderman Herndon and seconded by Alderman Reynolds to approve therecommendation regarding a monetary donation of $250 to Mendota Area Senior Services (MASS).

Finance Director John Duncan proposes two dates for Finance Committe Meeting, including June 5 and June 18 to discuss appropriations for annual budget. Committee members agree on date for meeting, with Tuesday, June 18 at 4pm selected.
Moved by Alderman Reynolds and seconded by Alderman Thompson to adjourn the meeting.
Voice vote, all ayes. Motion carried.
Chairman Ptak adjourned the meeting at 6:08pm
