City of Oglesby Il Valley Regional Dispatch Board met May 28

Here are the minutes provided by the board:

CALL TO ORDER

The meeting was held Tuesday, May 28, 2024 at the Peru Municipal Building, 1901 4th Street, Peru, Illinois. Vice Chairman King called the meeting to order at 10:00 a.m.

ROLL CALL

Voting & Quorum Members Present: Doug Bernabei, Leo Hochstatter (Boelk), Jason Curran, John Duncan, Jeff Grove, Greg Kellen, Mike Margis, Gregory McDermott, Dennis Rutishauser, Mike Smudzinski, Vice Chairman Jeff King. Absent: Brian Fisher, Joe Hogan, Jerry Janick, Ken Kolowski, Chairman Ron Popurella.

Non-Voting Members Present: City of Spring Valley

MINUTES

Vice Chairman King presented the minutes of the IVRD meeting of April 30, 2024. John Duncan made a motion the minutes be received and placed on file. Jason Curran seconded the motion. All in favor; motion carried.

Doug Bernabei will provide an update from the Law Enforcement Operations Committee meeting under Old Business.

IVRD EXECUTIVE DIRECTOR REPORT

Executive Director Miller provided the following report:

• Daytime Dispatch Coverage

• Brownlee LEADS Interface

◦ Meeting update

• Staffing

◦ Keeley and Emily call taking and dispatching. Doing well.

• Cyber Security

◦ We have begun training with KnowB4. Phishing emails have begun. TCs who engage these emails with receive additional training.

• CESSA

◦ No Region 2 Advisory Committee meeting since last meeting.

◦ Planning hyperlocal meeting for IVRD umbrella, North Central and Arukah is August 22nd at IVCC.

◦ Presentation at the IL Valley Police Chiefs Meeting in June.

◦ Planning meeting in Bloomington with Priority Dispatch, State 9-1-1 coordinator and CESSA officials was a success. Representatives from West Central Joint Dispatch, City of Bloomington, Northwest Central and IVRD were present with state representatives. The group cross referenced the determinants across medical and police relating to psychiatric/caller in crisis protocols. IVRD will be a beta for this process.

FINANCIAL REPORTS

Vice Chairman King presented and reviewed the April financial report. Dennis Rutishauser made a motion to receive and place the April financial report on file and to approve and pay bills in the usual manner. Jeff Grove seconded the motion. Melissa Carruthers called the roll with Bernabei, Hochstatter (Boelk), Curran, Duncan, Grove, Kellen, Margis, McDermott, Rutishauser, Smudzinski and King voting aye; Fisher, Hogan, Janick, Kolowski, Popurella absent; motion carried.

OLD BUSINESS

Update on potential replacement of IWIN Program (Bernabei/Miller)

Doug Bernabei reported the Law Enforcement Operations Committee met earlier to discuss the potential replacement of the IWIN Program and reported the following information. Every officer has a computer/VP CAD, and also has the option of using another program to run license plates, etc. Mendota utilizes the IPSAN program on the AT&T network. LaSalle, Peru, Oglesby and Spring Valley use the IWIN program, which is managed and operated by the Illinois State Police, and utilize the Verizon network. The state is transitioning to the MACH Interface and will no longer support the IWIN program beginning June 30th. Police departments utilizing the IWIN program will need to make a decision on which program to transition to moving forward, as IWIN will no longer be operational. LaSalle, Peru and Ottawa did some testing on IPSAN and reported some negative feedback. Brownlee was interested in developing an interface, as were other vendors. Brownlee reported difficulties working with the state in developing the interface, and has stated he is taking a break from trying to further develop the interface. The IVRD Law Enforcement Operations Committee representatives for LaSalle, Peru, Oglesby and Spring Valley decided today to begin using the IPSAN Program as of June 30th. The setup of the IPSAN program appears to be relatively simple. The license plate program issue is really more of a police department problem, and not necessarily an IVRD issue. However, a decision needed to be made because IVRD cannot run license plates all day for the various police departments, as this would involve a large time commitment, and likely detract from true emergency calls. IPSAN may or may not be a long-term solution. The committee discussed whether or not to stay with Brownlee while he may or may not continue to develop an interface. There is also concern that Brownlee at some point will retire and/or sell his company. Brownlee developed and services the existing CAD systems for multiple police departments. Brownlee is a one-employee operation and there is uncertainty on continuation of the CAD system he developed once he retires/sells the company. The committee decided to move forward with exploring CAD vendor options as well. Executive Director Miller will investigate the various CAD vendors, determine which should be contacted to provide presentations and then coordinate with the police departments, fire departments and ambulance services. Board members further discussed and directed Executive Director Miller to reach out to Ottawa Dispatch and the JETSB to gauge possible interest in obtaining the same type of CAD system throughout the county to establish uniformity.

NEW BUSINESS

Mike Smudzinski congratulated Greg Kellen on his upcoming retirement as chief of the Mendota Police Department, adding it has been an honor to work with him.

Greg Kellen reported this would be his last IVRD meeting, and stated it has been a pleasure to be a part of the IVRD Board, and further added it is a great group of people. Greg Kellen served the Mendota Police Department for 34 years, with his last day being June 14, 2024. Greg Kellen introduced Deputy Chief Tyler Kent who will serve as acting chief, and will also serve as Mendota’s proxy representative on the IVRD Board.
