City of Marseilles City Council met June 5

Here are the minutes provided by the council:

Official proceedings of the City Council of the City of Marseilles of the meeting of June 5, 2024.

The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on June 5, 2024.

Pledge of Allegiance was said.

Roll call showed the following present: Mayor Hollenbeck, Commissioner Kaminski, Small, Scheib, and Buckingham. Absent: None.

Moved by Commissioner Kaminski seconded by Commissioner Scheib that the minutes from the Council meeting of May 15, 2024 be approved as displayed and placed on file.

Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck.

Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the accounts payable for the last half of May in the amount of $98,815.19 be approved and a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the payroll for the last half of May in the amount of $79,495.16 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Small that the maintenance collective bargaining agreement for May 2024-April 2028 be approved.

Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck.

Nays: None.

Moved by Commissioner Kaminski seconded by seconded by Commissioner Small that Ordinance 1867, an administrative ordinance pertaining to the wage and benefits of employment for May 2024-April 2028 be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Scheib seconded by Commissioner Buckingham that Ordinance 1968, an ordinance amending the Code of Marseilles as to stop intersections be adopted.

Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck.

Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Scheib that payment estimate to D Construction for the Main, Commercial, and Broadway Street realignment project in the amount of $26,616.74 be approved. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that Resolution 2024-7, a resolution of opposition of OSF Healthcare’s plan for OSF Saint Elizabeth Medical Center in Ottawa, Illinois be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that Resolution 2024-14, a resolution appointing the first members to the beautification committee of the City of Marseilles, Illinois be adopted. Ayes: Commissioner Kaminski and Mayor Hollenbeck. Nays: Commissioner Small, Scheib, and Buckingham. Motion denied.

Moved by Commissioner Kaminski seconded by Commissioner Small that Resolution 2024-15, a resolution establishing a garbage committee of the City of Marseilles be adopted. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: Commissioner Buckingham. Moved by Commissioner Schieb seconded by Commissioner Kaminski to removed James Buckingham from garbage committee of the City of Marseilles. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: Commissioner Buckingham. Motion Carried.

Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that Resolution 2024-16, a resolution approving and authorizing the execution of the third amendment to lease agreement and license to use street right of way between the City of Marseilles and Nucor Tubular Products, Inc. be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None. Moved by Mayor Hollenbeck that Resolution 2024-17, a resolution authorizing the execution of an annexation agreement between the City of Marseilles and Ralph and April Coyle, be placed on file. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Small that the bid from Phalen Steel for 200 Riverfront Drive City Hall and Police Department renovations in the amount of $923,378.00 be approved. Ayes: Commissioner Kaminski, Small, and Mayor Hollenbeck. Nays: Commissioner Schieb and Commissioner Buckingham.

Mayor Hollenbeck announced the City of Marseilles was awarded two grants. One, the Brownfield Grant $1,500,000 for Washington School and the old Nabisco building. We’re waiting for the State to tell us how to move forward with the lead removal of the buildings. Second, we were awarded the Safe Routes to School Grant in the amount of $250,000. IDOT will be contacting us for a plan moving forward.

Freedom Run will be held Saturday June 15, 2024. Several events will be held Friday June 14, 2024 at the Memorial Wall and open to the public. Commissioner Kaminski said the new city hall and police department construction will start July 1, 2024.

Commissioner Small reminded the public about the curfew. Liheap contacted Commissioner Schieb regarding utility payment help for residents. If financial help is needed, he encouraged residents to reach out to him. Commissioner Schieb announced that bids will be taken for 2024 street resurfacing project on June 11 at City Hall and Ryall Street repairs June 25 at City Hall. Schieb said he is looking into some MFT costs and it seems the engineering costs are outweighing the street project costs. Scheib is looking into a G.O. Bond to help cover the costs of repairs to Illinois Street and sewer.

Commissioner Buckingham stated he should have been notified of the alcohol and cigarettes were being removed from the museum at 200 Riverfront Drive. City Engineer Tom Duttlinger said the Rutland Street project starts June 10, 2024.

Jim Lockwood said all the account payable sheets are not online. Cheryl O’brien asked if the Middle East Memorial Wall committee was part of the city. If so, she’d be interested in being a board member if there is an opening.

Moved by Commissioner Small seconded by Commissioner Buckingham that the City Council adjourns. Ayes: Commissioners Kaminski, Small, Scheib, Buckingham, Mayor Hollenbeck. Nays: None
