City of Ottawa City Council met June 4

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson, and Brent F. Barron.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, May 21, 2024, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

It was announced that item #3 under Commissioner Pearson was being lined out. The reason being was that not all items were available for visible inspection. The bid opening date was extended until the next City Council meeting on Tuesday, June 18, 2024, at 7:00 p.m. All items will be open for visible inspection until 3:30 p.m. on Wednesday, June 12, 2024. Anyone interested please call Steve Kuhn at 815-830-6046. Sealed bids already submitted will remain in the City’s possession. If anyone has already submitted a bid and wishes to submit an additional bid for the same item, they may do so. Bids will be opened in the order they were received.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of May 24, 2024, in the amount of $650,004.64, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated June 5, 2024, showing expenses in the amount of $1,084,849.37, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa and multiple entities regarding transportation through the administration of NCAT, which has been on file for public inspection since May 21, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of 3 employment agreements for City Officials for NCAT in Pam Koziel, Sue Martin, and John Montgomery all as full time Bus Operators, be received and placed on file for public inspection.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an electric service agreement between the City of Ottawa and Illinois Power Marketing LLC d/b/a Homefield Energy, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of May 2024, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Brian Bressner, for the month of May 2024, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Proposal.

Moved by Commissioner Ganiere that the Proposal received from AEC Fire Safety Security to purchase the Holmatro Rescue System in the amount of $12,414.00, be approved and paid for from the General Corporate Fund.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere presented a Resolution authorizing the execution of an agreement with FGM Architects Inc. for the proposed new Fire Station #2 on East McKinley Road, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere presented a Resolution authorizing the execution of an agreement with FGM Architects Inc. for the proposed new Fire Station #3 on the NW Corner of Dayton Road & East 18th Road, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from Schimmer Ford in the amount of $20,569.22 to replace the engine on an ambulance, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from NuToys Leisure Products in the amount of $80,747.00 for the poured in place surfacing system for the Peck Park Improvement Project, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Doty & Sons Concrete Products Inc. in the amount of $18,615.00 for the Allen Park concrete games consisting of ping pong, checkerboards, and bag toss, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Mayor Hasty presented Report of Registrar.

Moved by Mayor Hasty that the Report of Registrar, Shelly L. Munks, for the month of May 2024, be received and placed on file.

Mayor Hasty presented Report of Parking Administration.

Moved by Mayor Hasty that the Report of the Parking Administration Department showing fines collected of $2,300.00 for the month of May 2024, be received and placed on file.

Mayor Hasty presented Report of Building Official.

Moved by Mayor Hasty that the Report of Building Official, Mathew W. Stafford, for the month of May 2024, be received and placed on file.

Mayor Hasty presented Report of Sidewalk Program.

Moved by Mayor Hasty that the Report of the Sidewalk Program showing 2 participants in the amount of $11,025.00 for the month of May 2024, be approved and paid for from the General Corporate Fund.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance approving and authorizing the execution of intergovernmental agreements between the City of Ottawa and Ottawa Township High School District #140, Wallace Community Consolidated School District #195, IVCC District #513, and LaSalle County, for the Ottawa I-80 North TIF District, which has been on file for public inspection since May 21, 2024, be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance approving and authorizing the execution of intergovernmental agreements between the City of Ottawa and Ottawa Township High School District #140, Ottawa Elementary School District #141, Rutland Community Consolidated School District #230, IVCC District #513, and LaSalle County, for the Ottawa Route 6 East TIF District, which has been on file for public inspection since May 21, 2024, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance approving and authorizing the execution of intergovernmental agreements between the City of Ottawa and Ottawa Township High School District #140, Ottawa Elementary School District #141, Rutland Community Consolidated School District #230, IVCC District #513, and LaSalle County, for the Ottawa Canal TIF District, which has been on file for public inspection since May 21, 2024, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None. 

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance approving and authorizing the execution of intergovernmental agreements between the City of Ottawa and Ottawa Township High School District #140, Wallace Community Consolidated School District #195, IVCC District #513, and LaSalle County, for the Ottawa Dayton Industrial TIF District, which has been on file for public inspection since May 21, 2024, be passed and approved.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a settlement agreement between the City of Ottawa and AFSCME Local 2819, which has been on file for public inspection since May 21, 2024, be adopted.

Second by Barron.

Nays: Ganiere and Pearson.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a management agreement between the City of Ottawa and the Conservation Foundation, regarding Fox River State Park, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: Barron.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance approving and authorizing a TIF redevelopment agreement between the City of Ottawa and the Young Mens’ Christian Association of Ottawa, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty announced that there will be another chance to speak about OSF on Thursday, June 13, 2024, at Central School’s cafetorium at 4:00 p.m.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.
