City of Marseilles City Council met June 19

Here are the minutes provided by the council:

Official proceedings of the City Council of the City of Marseilles of the meeting of June 19, 2024.

The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on June 19, 2024.

Pledge of Allegiance was said.

Roll call showed the following present: Mayor Hollenbeck, Commissioner Kaminski,

Small, Scheib, and Buckingham. Absent: None.

Public Hearing was held regarding closing out of sewer lining grant. Sanitary sewer lining was completed Indiana Street to LaSalle Street to Union Street to Bluff Street.

Total Project $625,723, City grant awarded $508,724, NCICG grant administration $30,000. No person was displaced while this project was being completed. Public hearing closed 6:05 P.M.

Public hearing was held regarding annexation agreement with Ralph and April Coyle.

City Attorney Cantlin let the public know this parcel is zoned Manufacturing, however, lot 1 and 2 will be zoned A2 General Agricultural. No public comment. Public hearing closed 6:08 P.M.

Moved by Mayor Hollenbeck seconded by Commissioner Small that Resolution 2024-17, a resolution authorizing the execution of an annexation agreement between the City of Marseilles and Ralph and April Coyle be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Mayor Hollenbeck seconded by Commissioner Buckingham that Ordinance 1869, an ordinance annexing certain territory to the City of Marseilles, LaSalle County, Illinois be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Scheib that the minutes from the Council meeting of June 5, 2024 be approved as displayed and placed on file.

Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck.

Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the accounts payable for the first half of June in the amount of $282,451.20 be approved and a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the payroll for the first half of June in the amount of $95,668.13 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Small seconded by Commissioner Buckingham that the monthly department report for May be approved and placed on file. Ayes: Commissioner

Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Scheib seconded by Commissioner Kaminski that the bid from Universal Asphalt and excavating for the 2024 street maintenance program in the amount of $293,743.00 be approved. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Commissioner Schieb discussed repairing or replacing Illinois Street. He stated the street is a threat to public health and safety, City should bear the cost to fix Illinois Street since some damage could have been from the 2013 flood. He proposed a $2/month increase on all residents’ water sewer bill to help pay for the replacement of Illinois Street.

Commissioner Kaminski encouraged residents to attend the upcoming Fun Days events.

Commissioner Small thanked the Police Officers for their hard work during Freedom Run. Commissioner Scheib encouraged residents to attend council meetings and ask questions. Commissioner Buckingham asked if anyone knew who stole the honorary member flag the morning of Freedom Run to please return. Mayor Hollenbeck stated he feels giving MCMA free water is beneficial to the community and had originally discussed and voted on it a few years back. The funds come out of the mayor’s budget and would stay in place until a commissioner would like to bring it back to the table for a vote. Commissioner Schieb asked who else gets free water. The other accounts that get free water are the Fire/Ambulance Department and Marseilles Nursing Service.

Brad Miller asked how many bikes came into Marseilles during Freedom Run, 700-800 bikes rode in for the event. He stated Commissioner Scheib could get some push back on increasing the water and sewer bill to help pay for Illinois Street replacement. Michael Muncy asked the council what their plan is to increase development and tourism in Marseilles. Mayor Hollenbeck said the city follows the Comprehensive Plan which is on the city website to review. Michael also asked if the City of Marseilles works with neighboring towns to increase economic and tourism growth.

Moved by Commissioner Small seconded by Commissioner Buckingham that the City Council adjourns. Ayes: Commissioners Kaminski, Small, Scheib, Buckingham, Mayor Hollenbeck. Nays: None
