City of Ottawa City Council met June 18

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson, and Brent F. Barron.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 4, 2024, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Pat Feehan addressed the Council about the gazebo on the riverwalk by the Ottawa Boat Club. The docks are being used for fishing and individuals are hanging out there, which is leading to boaters not being able to stop and park and enjoy the downtown. He would like a no fishing logo painted on the docks, vegetation removed from the retaining wall, and suggested moving the gazebo to Dayton Bluffs or Friendship Village.

A public hearing was held on the Community Development Block Grant #20-242013 which funded public infrastructure for storm sewer separation to address health and safety concerns in the City. Kevin Lindeman of NCICG, gave an overview of the project, which included project and grant costs, time schedules, project outcomes, and the completed scope of work. With no one publicly commenting, the hearing was declared closed at 7;11 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of June 4, 2024, in the amount of $641,460.10, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated June 18, 2024, showing expenses in the amount of $1,308,461.10, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of 3 employment agreements for City Officials for NCAT in Pam Koziel, Sue Martin, and John Montgomery all as full time Bus Operators, which has been on file for public inspection since June 4,2024, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an electric service agreement between the City of Ottawa and Illinois Power Marketing LLC d/b/a Homefield Energy, which has been on file for public inspection since June 4, 2024, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere presented a Resolution authorizing the execution of an agreement with FGM Architects Inc. for the proposed new Fire Station #2 on East McKinley Road, which has been on file for public inspection since June 4, 2024, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere presented a Resolution authorizing the execution of an agreement with FGM Architects Inc. for the proposed new Fire Station #3 on the NW Corner of Dayton Road & East 18th Road, which has been on file for public inspection sine June 4, 2024, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from Schimmer Ford in the amount of $20,569.22 to replace the engine on an ambulance, which has been on file for public inspection since June 4, 2024, be approved and paid for from the General Corporate Fund.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Sealed bids were opened next on the items listed in Ordinance 18-2024. Per the Ordinance, the Bids will be awarded to the highest bidder.

Commissioner Pearson awarded Bid.

Moved by Commissioner Pearson that the Bid received from Advanced Asphalt Co. in the amount of $1,420,106.10 for the 2024 Street Maintenance Program be accepted and paid for from the General Corporate and Motor Fuel Tax Funds.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from B & G Electric in the amount of $10,300.00 for upgraded electrical service in the islands at the intersection of Columbus and Marquette Streets, for additional Christmas lighting, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Bonnell Industries in the amount of $133,421.88 to purchase a 2024 Ford F550 truck with snow fighter package, be approved and the City Clerk be authorized to secure financing.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quotes received from Bonnell Industries in the amount of $23,917.39 to purchase 3 snowplows, be approved and paid for from the General Corporate Fund.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Grand Rapids Enterprises in the amount of $7,650.00 for the Peck Park shelter installation, be approved and paid for from the General Corporate Fund.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron presented Quote.

Moed by Commissioner Barron that the Quote received from Xylem Water Solutions Inc. in the amount of $12,913.40 to purchase a new pump for the Cherie Lane lift station, be approved and paid for from the Wastewater Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: Barron.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of 2 proposals from Halm Electrical Contracting Inc. to replace 2 VFD’s at the Main Water Plant, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance approving and authorizing a TIF redevelopment agreement between the City of Ottawa and the Young Mens’ Christian Association of Ottawa, which has been on file for public inspection since June 4, 2024, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a management agreement between the City of Ottawa and the Conservation Foundation, regarding Fox River State Park, which has been on file for public inspection since June 4, 2024, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: Barron.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of multiple health benefit contracts between the City of Ottawa and multiple vendors through August 30, 2025, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented motion to recess.

Moved by Mayor Hasty that this Council recess into Closed Session to discuss a matter of personnel.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None. Council recessed at 7:30 p.m.

Commissioner Pearson presented motion to reconvene.

Moved by Commissioner Pearson that this Council reconvene from Closed Session.

Second by Hasty.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None. 

Commissioner Barron presented motion to adjourn.

Moved by Commissioner Barron that this regular meeting be adjourned.

Second by Pearson.

Nays: None. Council adjourned at 8:27 p.m.
