Village of Seneca Village Council met July 1

Here are the minutes provided by the council:

Seneca Village Council held a regularly scheduled Council meeting at Seneca Village Hall on July 1, 2024 and the meeting was called to order at 5:30 p.m. 

Roll Call: 

Present: Mayor Olson, Commissioners Higgins, Peddicord and Victor 

Absent: Commissioner Weber 

Also Present: Village Clerk Jennifer Peddicord and Attorney Bryan Wellner 

All stood for the Pledge of Allegiance to the Flag of the United States of America. 

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the June 17, 2024 council meeting minutes as presented. 

Roll Call: Ayes: Olson, Higgins, Peddicord and Victor 

Nays: None 

Absent: Weber 

A motion was made by Comm. Victor and seconded by Comm. Higgins to approve the payment of bills as presented. 

Roll Call: Ayes: Olson, Higgins, Peddicord and Victor 

Nays: None 

Absent: Weber 

COMMUNICATIONS, PETITIONS, REPORTS AND ADDITIONAL AGENDA ITEMS: 

None. 

OLD BUSINESS: 

None. 

COMMISSIONER'S REPORT AND NEW BUSINESS: 

PUBLIC PROPERTY, WATER & SEWER - WEBER: 

Due to the absence of Comm. Weber, Mayor Olson presented his agenda item. 

A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve an expenditure to Chamlin & Associates in the amount of $2,943.00 for Source Water Protection Plan. 

Roll Call: Ayes: Olson, Higgins, Peddicord and Victor 

Nays: None 

Absent: Weber 

ACCOUNTS AND FINANCE - VICTOR: 

A motion was made by Comm. Victor and seconded by Comm, Peddicord to approve an expenditure to James Olson d/b/a Olson's Iron and Disposal Recycling in the amount of $8,000.00 for clean-up days. 

Roll Call: Ayes: Higgins, Peddicord and Victor 

Nays: None 

Abstain: Olson 

Absent: Weber 

A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve an expenditure to Mack & Associates in the amount of $11,200.00 for annual audit.

Nays: None 

Absent: Weber 

A motion was made by Comm. Victor and seconded by Comm. Higgins to approve adding Belinda Poole as a signer on all Old National Bank accounts.

Nays: None

STREETS - HIGGINS: 

None. 

PUBLIC HEALTH AND SAFETY - PEDDICORD: 

A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve the Collective Bargaining Agreement between the Village of Seneca and Metropolitan Alliance of Police, Seneca Chapter #396 dated April 1, 2024 – March 31, 2027. 

Roll Call: Ayes: Olson, Higgins, Peddicord and Victor 

Nays: None 

Absent: Weber 

A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve an expenditure to Grundy County ETSB in the amount of $32,877.91 for 2024 agency contribution. This is Seneca's portion of the 9-1-1 service. 

Roll Call: Ayes: Olson, Higgins, Peddicord and Victor 

Nays: None

PUBLIC AFFAIRS - OLSON: 

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the adoption of Resolution No. 632, Resolution Approving and Accepting a Bid for the Sale of Property Located at 348 N. Main Street. Four bids were received. The high bid was $12,420.06.

Discussion took place regarding Ordinance Amending Sections 3-8-2 and 3-8-7 of the Village of Seneca Code of Ordinances as it Pertains to Classes of Liquor Licenses and Definitions. Attorney Wellner advised that the licenses were not readable to the public, so the code is being amended to make them more understandable. This change will not affect any of the current license holders. The renewal of future licenses may be affected by this change. 

The approval of the Application for Amusement & Gaming Device License by STS Properties and Midwest Electronics Gaming, LLC was tabled until after Public Comment. 

No action was taken on the approval of an expenditure to Chase Olson in the amount of $20,924.00 for park cameras until Commissioner Weber can be here. 

A motion was made by Comm. Higgins and seconded by Comm. Peddicord to approve an expenditure to NCICG in the amount of $705.90 for annual membership fees. 

Roll Call: Ayes: Olson, Higgins, Peddicord and Victor 

Nays: None 

Absent: Weber 

Mayor Olson reported that the electronic recycling event was a success. Twelve pallets of electronics were collected, totaling 7,481 pounds. 

PUBLIC COMMENT: 

Joan Krick spoke regarding her concerns regarding STS Properties being given a video gaming license. 

Sara Olson, HOA President of Mariner's Village, spoke regarding the affect of the clubhouse and pool being open to the public, and safety concerns as a result. 

Joyce Vroman reiterated what Sara Olson said regarding safety concerns. 

PUBLIC AFFAIRS - OLSON: 

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve an application for Amusement & Gaming Device License by STS Properties and Midwest Electronics Gaming, LLC. Mayor Olson explained that he is against approving the application because the location is located within a private residential neighborhood, and as a result of the complaints from residents. Additionally, Mayor Olson advised that since issuing the liquor license to STS Properties, they have skirted the system. Comm. Peddicord stated that STS Properties is not operating as a club and no one else in town operates this type of business within a residential area.

A motion was made by Comm. Peddicord and seconded by Comm. Higgins to adjourn the council meeting.

The motion carried and the meeting adjourned at 5:47 p.m.
