City of Marseilles City Council met July 17

Here are the minutes provided by the council:

Official proceedings of the City Council of the City of Marseilles of the meeting of July 17, 2024.

The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on July 17, 2024.

Pledge of Allegiance was said.

Roll call showed the following present: Mayor Hollenbeck, Commissioner Kaminski, Small, Scheib, and Buckingham. Absent: None.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the minutes from the Council meeting of July 2, 2024, be approved as displayed and placed on file. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Dee Crawshaw President of the Marseilles Library meet with Sharon the representative for the LaSalle County ARP Borad regarding the awarded $40,000 grant. The council approves that Dee and her board are allowed to make any updates to the building as they see fit.

Ashley Barnes-Underwood asked for a status update on 410 Wallace Street nuisance.

Commissioner Small said the owner was ticketed 10 days ago and will need to come to adjudication court in August.

Scott Ford addressed the council opposing the social media policy for elected officials.

Also, brought up past Facebook post from the mayor.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the accounts payable for the first half of July in the amount of $154,706.76 be approved and a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the payroll for the first half of July in the amount of $91,400.27 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Small that Ordinance 1870, an appropriation ordinance for 2024-2025 be adopted. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Moved by Commissioner Small seconded by Commissioner Kaminski that the monthly department reports for June be approved and placed on file. National Night Out will be held August 6, 2024 at 5:00 P.M., at the swimming pool, there will be free food, swimming, and activities. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Scheib seconded by Commissioner Kaminski that the monthly department report for June be approved and placed on file. Schieb said the MFT Fund current balance is $797,518.14. Commercial Street repairs will be completed by 2025.

Commissioner Buckingham said he and Scheib departments work together. If anyone still needs trees and limbs removed from the last storm to contact him. The swimming pool will close Augst 7, 2024. Commissioner Buckingham stated he does not like the new agenda format.

Moved by Mayor Hollenbeck seconded by Commissioner Small that the land lease agreement with CSX Transportation be approved. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: Commissioner Buckingham.

Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that the city council adjourn to executive session authorized under section 2 (C) 2 Personnel and 2 (C ) 5 Purchase of the Open Meetings Act. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Schieb.

Moved by Commissioner Small seconded by Commissioner Buckingham that the City Council adjourns. Ayes: Commissioners Kaminski, Small, Scheib, Buckingham, Mayor Hollenbeck. Nays: None.
