City of Peru Public Works Committee met July 22

Here are the minutes provided by the committee:

ROLL CALL: Chairman, Aldermen Lukosus, Ballard and Moreno present. Aldermen Payton, Tieman, Edgcomb, and O’Sadnick. Mayor Kolowski present.

MINUTES

Alderman Lukosus made a motion to approve the Public Works Committee Minutes of July 8, 2024.

Alderman Moreno seconded the motion; motion carried.

PUBLIC COMMENT

None

IT REPORT

IT Director Stephen Rounds reported the Tyler Technologies/Incode ERP cloud migration went well and all systems are back up. Clerk Bartley complimented Stephen and his team for their thorough prep.

Mayor Kolowski asked Stephen for feedback on the Cloudstrike disruption. Stephen explained it was a global outage and it did impact our Incode/ERP system, but we were back up and running by 2:00 P.M.

WATER & SEWER

PSM Jeff King reported there have been numerous watermain breaks and his team is researching the possible causes.

Director of Engineering and Zoning, Eric Carls, updated the committee/responded to the Main St resident that complained about the history of issues with poor water quality. Eric stated that he has spoke with the resident recently and in the past. Eric noted there is a plan for the water main replacement. Eric noted the Areas 4&6 sewer separation project many years ago did not include water main replacement, but our current program does. Eric stated the ward aldermen are in the loop.

AIRPORT

Eric Carls, Director of Engineering and Zoning reported he is waiting on final approvals for the letting of the T Hanger repaving. Also, Taxiway project closeouts are awaiting approval. Eric noted the grant preparation for the Terminal improvement is on track.

BUILDING & GROUNDS

None

STREETS & ALLEY

PSM Jeff King reported that there has been $14,885.00 spent on tree removal from City Right of Way. Jeff asked for guidance/direction. Jeff noted the trees are note on City property in most cases. Corporate Counsel, Scott Schweickert, suggested evaluating each request based on risk and liability. Corporate Counsel noted and nuisance or diseased tree can be ordered removed. Also, over hanging branches can be ordered removed.

Alderman Moreno asked about renting a street sweeper. Jeff King explained they are currently using a rented brush attached on a tractor.

Corporate Counsel, Scott Schweickert, reported the ITEP right of way acquisitions have been ongoing and are time consuming.

Scott extended his thanks to the property owners who have been generous and donated the needed right of way. Scott encouraged all City official to thank property owners that have donated.

ELECTRIC

Electric Operations Manager, Kevin Minnick, reported there will be two actions items on the Regular agenda for the purchase of fuel. Kevin noted he received local quotes for both fuel types.

• Diesel fuel for power generation from Michlig Energy in the amount of $17,926.00.

• Jet A fuel for power generation from Michlig Energy in the amount of $27,942.00.

Kevin reported the new service at Lease/Circuit Breaker school is complete.

Kevin reported the North Plank Road gas pipe relocation is underway.

Kevin noted there will be $14,015 worth of transformer purchases on the next agenda the are replacements to stock,

Kevin reported the duration of the outage at Big Lots wasto delays with Corporate Big Lots approving an electrician.

Mayor Kolowski asked for a progress report for the IV Auto Group. Kevin stated it is ongoing, but was delayed because of the storm.

ENGINEERING

Discussed and recommended approval of a proposal from Chamlin & Associates in the amount of $27,000 for the Slough Bridge inspection.

Recommend a resolution be approved for the expenditure of MFT funds. Eric Carl noted this is for approximately $400,000 to mill and resurface Water Street from Plain St to the east City limits.

OLD BUSINESS

PSM Jeff King reported on the damaged and missing flags along Plank and Peoria Streets due to the storms. Jeff noted he has the summer employees searching for flags and we will not be putting them back up this season.

Alderman Sapienza made a motion to adjourn the meeting. Alderman Moreno seconded the motion; motion carried.
