Village of Diamond Village Board of Commission met Aug. 27

The scheduled meeting of the Diamond Village Board was held on Tuesday, August 27, 2024, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present Mark Adair, Dean Johnson, Jeff Kasher and Dave Warner.
MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 8-13-2024 meeting minutes and place on file. All Ayes: Motion Carried.
Approval of August 27, 2024, Bill List
MOTION was made by Commissioner Johnson, SECOND by Commissioner Adair to approve the August 27, 2024, bill list and place it on file. All Ayes: Motion Carried.

Approval of Proclamation Knights of Columbus Tootsie Roll Drive for September 13,14,15 2024
MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to Approve Proclamation Knights of Columbus Tootsie Roll Drive to be held on September 13,14,15, 2024. All Ayes: Motion Carried.
Approval to Waive Competitive Bid Process for Meade Industries-WWTP Blower Replacement
MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to Approve to Waive Competitive Bid Process for Meade Industreis-WWTP Blower Replacement. All Ayes: Motion Carried.
Approval of Meade Industries Proposal for WWTP Blower Replacement in the Amount of $34,000.00
Mayor Kernc stated this is not to exceed $34,000.00 unless the scope of the work changes.
MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to Approve Meade Industries Proposal for WWTP Blower Replacement in the Amount not to exceed $34,000.00 with exception the scope of work remains the same. All Ayes: Motion Carried.
Approval of Acosta Fence Corporation Invoice
Kernc stated this is for the fence work to be completed at the plant. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to Approve Acosta Fence Corporation Invoice in the Amount of $17,120.00. All Ayes: Motion Carried.
Letter to IDOT Regarding P.T. Ferro Regarding Unacceptable Job Performance on IL Route 113 Sidewalk Project
Mayor Kernc stated the concrete work was completed 7 weeks prior and then the remaining work was not completed which left the sidewalks in hazardous condition for 7 weeks. Kernc repeatedly had David Farrell of Chamlin and Associates reach out to P.T. Ferro regarding the condition of the sidewalks. After all this time, they are currently finishing the project this week. Kernc’s complaint was IDOT should have something in place when something like this situation occurs. Kernc stated she was very happy with the concrete work but not with the hazardous conditions it was left in for 7 weeks. Commissioner Kasher asked if the restoration work which is currently being completed is within the scope of the contract. Village Engineer Mike Perry stated it is by 1 day. The reason for the restoration to be left the way it was is that he was told that a certain percentage of work needs to go to disadvantaged business enterprises, however even though it was in the contract, they could not get them to come out and complete the work. Therefore, P.T. Ferro sent their own workers out to complete the restoration.

Engineer Updates
Village Engineer Mike Perry stated opening bids for the Public Works Building will be held September 6, 2024. There will be a pre-construction meeting for the two water main projects on September 3, 2024.
Public Works Department Updates
Public Works Supervisor Jim Dunning stated the sewer sludge pumps, and high service pumps will be delivered in October. The Will Road maintenance building will be getting new “skin” on Friday and the Tinsman building will be completed next week. The water towers will be cleaned over the next week.
