City of LaSalle Street, Alleys and Traffic Committee met Sept. 3

Here are the minutes provided by the committee:

Chairman Bacidore called the Meeting to order at 6:05pm

ROLL CALL

Present: Chairman Bacidore, Alderman Ptak, Reynolds, Lavieri, Jeppson, Crane

Excused Absence: Alderman Thompson

Others Present: Deputy Clerk Brent Bader, Economic Development Director Curt Bedei, City Attorney Jim McPhedran, City Engineer Brian Brown, Fire Chief Jerry Janick, Director of Public Works Kevin Fay, City Treasurer Virginia Kochanowski, Police Chief Mike Smudzinski (arrived at 6:28pm)

A quorum was present.

Moved by Alderman Reynolds and seconded by Alderman Lavieri to approve and place on file the minutes of the Streets, Alleys and Traffic Committee for July 22, 2024.

Voice vote, all ayes. Motion carried.

Alderman Bacidore began the discussion in regard to the handicapped parking request at 15 4th St. Deputy Clerk Brent Bader mentioned that the resident at 15 4th St. does have a handicap placard that was provided in the council’s packet. Deputy Bader shared a Google Earth picture of the location for the council to review. Based on the letter that was provided by the residents, it is believed that there has been parking issues caused by high school students and others blocking driveways. Alderman Lavieri stated that it should be more of a “No Parking” request rather than a handicapped parking sign.

Moved by Alderman Ptak and seconded by Alderman Reynolds to table the recommendation regarding adding a handicapped parking space at 15 4th St.

NAYS: NONE Absent: Alderman Thompson Abstain: NONE

MOTION CARRIED: 7-0

Alderman Bacidore began the discussion in regard to adding a handicapped parking space at 41 4th Street. 

Resident of 41 4th St., Mr. Robert Colmane, proposed two-hour parking limit to address the problem. Deputy Clerk Bader mentioned that the resident at 15 4th was not in favor of the two-hour parking suggestion. Alderman Bacidore also suggested marking the no parking zone with the yellow paint strip to address the parking issues. Alderman Crane also suggested adding a “No Parking during School Hours” sign. The council raised their concerns about the enforcement of the two-hour time limit sign and the “School Hour” sign impacting the one business on that same block of this request. Chief Mike Smudzinski spoke with the resident privately to discuss the parking concerns that the resident was having.

Moved by Alderman Lavieri and seconded by Alderman Jeppson to table the recommendation regarding adding a handicapped parking space at 41 4th Street.

NAYS: NONE Absent: Alderman Thompson Abstain: NONE

MOTION CARRIED: 7-0

The council will review the site and consult with residents further to formulate a solution.

There were no questions or comments from the public.

Moved by Alderman Reynolds and seconded by Alderman Crane to adjourn the meeting.

Voice vote, all ayes. Motion carried.

Chairman Bacidore adjourned the meeting at 6:34 p.m.
