City of Ottawa City Council met Aug. 27

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, and Brent F. Barron.

Absent: Marla K. Pearson.

Commissioner Eichelkraut presented Expense Report.

Moved by Commissioner Eichelkraut that the Expense Report dated August 28, 2024, showing expenses in the amount of $46,918.82, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution and amendment to the Downstate Operating Assistance agreement for NCAT, which has been on file for public inspection since August 20, 2024, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of the Section 5311 grant agreement between the City of Ottawa and IDOT for NCAT, which has been on file for public inspection since August 20, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a performance contract between the City of Ottawa and the Jesse White Tumbling Team for the Fall Festival Parade, which has been on file for public inspection since August 20, 2024, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a community solar bill credit purchase agreement between the City of Ottawa and Engie Distributed Renewables Development LLC, which has been on file for public inspection since August 20, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an agreement between the City of Ottawa and Lasalle County 708 Community Mental Health Board, regarding NCAT, be received and placed on file for public inspection.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut added that we are working on 2 more Music in the Park dates.

September 14th is already booked and September 7th is in the works. 

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of a proposal for engineering services by B.P. Miller Consultants Ltd. for fall protection equipment at the Illinois River lift station, which has been on file for public inspection sine August 20, 2024, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of a proposal for materials, fabrication, and installation by Corsetti Structural Steel Inc., for fall protection equipment at the Illinois River lift station, which has been on file for public inspection since August 20, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Fehr Graham for Well #10’s water discharge study, which has been on file for public inspection since August 20, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution accepting a bid and authorizing the execution of a purchase and sale contract between the City of Ottawa and Ryan Companies US Inc., for property located at Route 6 at Technology Drive, which has been on file for public inspection since August 20, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing and ratifying a consent and crossing agreement between the City of Ottawa and SAE Ottawa IL LLC, for an easement crossing, which has been on file for public inspection since August 20, 2024, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a site host agreement between the City of Ottawa and Universal EV LLC, which has been on file for public inspection since August 6, 2024, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty commented that cooling station locations are City Hall, the OPD, the library and any public building. Open Table Church and other churches have also offered their locations.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this special meeting be adjourned.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron and Mayor Hasty.

Nays: None. Council adjourned at 2:07 p.m.
