APPROVAL OF MINUTES

Minutes of the Regular City Council meeting held September 30, 2024.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS:

Request of Sam Volpe, of 105 Gunn Avenue, for a “No Parking” sign in front of his property and related matters.

Request from Mossy Paws to install a single-facing, wall sign at 828 1st Street and related matters.

Request of the City of La Salle Foundation and La Salle Downtown Merchants for a Special Event Permit to use the City’s Pocket Park on First Street from 3 to 9 p.m. Friday, October 25, 2024 to host a Ghouls Night Out event and related matters.

REPORTS OF CITY OFFICERS

Building Inspector’s Report for July 2024 showing total fees collected of $2,172.00 with total value of construction of $141,175.00.

Monthly Police Income report for September 2024 showing total fees collected of $7,545.00.

COMMUNICATIONS

Illinois Department of Revenue report showing sales tax collected for February 2024 of $97,570.89 and Home Rule Sales Tax of $87,923.63 for a total of $185,494.52.

BIDS

Discussion and potential action on, including but not limited to, potential approval of bid for 2024 water system improvements, new well drilling (a.k.a. Deep Well) and the existing Water Treatment Plant project and related matters.

Discussion and Potential Action on Bids on and Potential Sale of the City of LaSalle’s interest in Certain Surplus Lots and related matters, which lots/properties, include the following premises: 1154 10th Street, 1315 1st Street, 636 LaFayette Street, 827 Hennepin Street, 945 2nd Street, and 1031 2nd Street, and related matters.

APPOINTMENTS/RESIGNATIONS

STANDING COMMITTEES

Discussion and potential action regarding the recommendation of the Streets, Alleys and Traffic Committee regarding adding a stop sign for southbound traffic on Linden Avenue at the Kilmer Road intersection and consideration of “No Parking” on the west side of Linden Avenue from driveway nearest the Kilmer Road intersection to corner and related parking matters on Kilmer Road, Linden Avenue and Creve Coeur Street.

SPECIAL COMMITTEES

Discussion and potential action on Zoning Board of Appeals Recommendation regarding the request for variance concerning premises at 1213 Canal Street (Brewer) within the City of La Salle and related matters.

OLD BUSINESS

Authorization of Final Pay Estimate for Cruz Concrete, Inc. totaling $49,613.00 for work completed to date on Train Depot Retaining Wall project and related matters.

Authorization of Pay Estimate #1 for Universal Asphalt & Excavating, Inc. totaling $209,365.08 for work completed to date on Rotary Park Phase IV – Pickleball and Parking Lot Improvements project and related matters.

Authorization of Pay Request #20 for Vissering Construction Company totaling $139,905.55 for work completed to date on Aerobic Digester Conversation project and related matters.

NEW BUSINESS

Discussion and potential action on, including, but not necessarily limited to, potential approval of Letter of Support for Recreational Economy for Rural Communities initiative and related matters.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING ADDITIONAL ORDINANCES/RESOLUTIONS:

An Ordinance amending the Employee Handbook for the City of La Salle.

An Ordinance authorizing a Variance concerning premises at 1213 Canal Street (Brewer) within the City of La Salle.

EXECUTIVE SESSION

Regarding pending and/or potentially imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related  matters and the employment, discipline, appointment, performance and/or compensation of non-union and/or union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-2,5,6,11 thereof.

Total Submitted: $916,280.34 (Total Payroll $228,924.69, Bills to be Paid $305,146.86, Total Bills Paid $382,208.79).
