City of Marseilles City Council met Sept. 18

Here are the minutes provided by the council:

The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on September 18, 2024.

Pledge of Allegiance was said.

Roll call showed the following present: Mayor Hollenbeck, Commissioner Small, Kaminski, Scheib, and Buckingham. Absent: None.

Moved by Commissioner Kaminski seconded by Commissioner Small that the minutes from the council meeting of September 4, 2024 be approved as displayed and placed on file. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor

Hollenbeck. Nays: None.

No public comment made.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the accounts payable for the first half of September in the amount of $158,437.31 be approved and a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Schieb.

Moved by Commissioner Kaminski seconded by Commissioner Small that the payroll for the first half of September in the amount of $100,817.41 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Commissioner Small announced trick or treat hours the night of Halloween from 5-7 P.M. PTA Trunk or Treat will be held at 200 Riverfront Drive on 10/27/24.

Commissioner Schieb is pleased with the amount of construction going on in town.

Moved by Commissioner Scheib seconded by Commissioner Buckingham that Resolution 2024-22, a resolution rescinding an employee and official speech expression and social networking policy for the City of Marseilles be adopted. Ayes: Commissioner Scheib and Commissioner Buckingham. Nays: Commissioner Kaminski, Small, and Mayor Hollenbeck.

Commissioner Scheib said he has an issue with the previously adopted social media policy. Agrees to a policy just not the policy that IML suggests. Scheib said this is government overreach and has a problem where the policy states public and private speech. Each Commissioner explained why they voted in favor of the policy and why they voted unfavorable.

Commissioner Buckingham said pick up days will be October 17,18, and 19th at the streets garage. Buckingham said to keep kids out of Broadway Park during construction. Also, keep political signs on private property.

Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that the special event permit application for Midwest OCR to be held September 28, 2024 be approved. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Buckingham seconded by Commissioner Kaminski that the City Council adjourns. Ayes: Commissioners Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.
