City of Ottawa City Council met Sept. 17

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Marla K. Pearson and Brent F. Barron.

Absent: Thomas G. Ganiere.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, September 3, 2024, be approved as recorded in the permanent files of the City Clerk.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

A closeout public hearing for Business Resiliency Grant #20-302003 was held next. Kevin Lindeman of NCICG explained the grant. This grant was awarded and administered by the Illinois Department of Commerce and Economic Opportunity. With no one publicly commenting, the Mayor declared the hearing closed at 7:07 p.m.

A public hearing was held next on an annexation agreement with American Commercial Bank & Trust N.A. for property located near Evans Street. City Attorney, Christina Cantlin explained this voluntary annexation process and with no one publicly commenting, the Mayor declared the hearing closed at 7: 08 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of September 13, 2024, in the amount of $608,295.27, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated September 17, 2024, showing expenses in the amount of $1,202,424.21, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of August 2024, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a transit service agreement between the City of Ottawa and the Peru Public Library, regarding NCAT, be received and placed on file for public inspection.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut reminded of the Fall Festival parade at noon on August 29th.

Mayor Hasty presented Report of Police Chief.

Moved by Mayor Hasty that the Report of Police Chief, Brent A. Roalson, for the month of August 2024, be received and placed on file.

Second by Pearson.

Mayor Hasty presented Report of Fire Chief.

Moved by Mayor Hasty that the Report of Fire Chief, Brian Bressner, for the month of August 2024, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a map agreement between the City of Ottawa and Marco Technologies LLC, for a copy machine for the Fire Department, be received and placed on file for public inspection.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a sales contract between the City of Ottawa and HAAS Inc., for alert services for the Fire Department, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron presented Request.

Moved by Commissioner Barron that the City Clerk be authorized to advertise for Bids for the 2024 Oak Terrace Drive Water Main Extensions Project. Bids will be accepted until Tuesday, October 1, 2024, at 10:00 a.m.

Second by Eichelkraut.

Commissioner Barron added that this is for 3 houses.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of an engineering design and construction services agreement between the City of Ottawa and Renwick & Associates Inc., for the Long Term Control Plan Element 8.2 Walnut Street and various streets, be received and placed on file for public inspection.

Second by Pearson.

This is the next phase on the West side per Commissioner Barron.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

An open house is planned for October 13, 2024, for both the Water & Wastewater plants.

Mayor Hasty presented Report of Registrar.

Moved by Mayor Hasty that the Report of Registrar, Shelly L. Munks, for the month of August 2024, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Parking Administration.

Moved by Mayor Hasty that the Report of the Parking Administration Department showing fines collected of $3,715.00 for the month of August 2024, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Building Official.

Moved by Mayor Hasty that the Report of Building Official, Mathew W. Stafford, for the month of August 2024, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an annexation agreement with American Commercial Bank and Trust N.A., formerly the First National Bank of Ottawa, as trustee under the provisions of a trust agreement dated the 30th day of November 1970 and known as trust #1185, which has been on file for public inspection since September 3, 2024, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an annexation agreement between the City of Ottawa and Debra Barr known now as Debra Norby, for property located at 2128 Fields Place, be received and placed on file. Be it further moved, a public hearing be set for Tuesday, October 1, 2024, at 7:00 p.m. in Council Chambers on this said agreement.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution appointing Alaina Iverson as Deputy City Clerk of the City of Ottawa, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an addendum to the license agreement between the City of Ottawa, Kenneth Knoll, and Debra Knoll, for property located at 227-229 W. Main Street, be received and placed on file for public inspection.

Second by Pearson.

The Mayor noted that language was added to alleviate storm damage concerns.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an agreement between the City of Ottawa and J&M Displays Inc., for the Festival of Lights fireworks, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, owned by the American Commercial Bank & Trust N.A. formerly known as the First National Bank of Ottawa, and for property located near Evans Street, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty listed the remainer of 2024 events.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.

Nays: None. Council adjourned at 7:22 p.m.
