City of Peru City Council met Sept. 23

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, September 23, 2024, at 7:00 P.M.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno present. Mayor Kolowski present.

PUBLIC COMMENT

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of September 9, 2024, Treasurer’s Report for August 2024, Peru Police Department Monthly Report for August 2024, and Peru Volunteer Ambulance Service Inc. Activity Summary for July 2024. Alderman Payton made a motion the minutes be received and placed on file. Alderman Edgcomb seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Sapienza presented the following disbursements for payment on September 25, 2024:

General Fund $551,403.96

Utility Fund 2,315,297.74

Landfill Fund 6,105.00

Airport Fund 8,187.82

Total $2,880,994.52

Alderman Sapienza made a motion the disbursements be received, placed on file and bills paid in the usual manner. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

PUBLIC SERVICES COMMITTEE

PUBLIC WORKS COMMITTEE

Alderman Lukosus made a motion to approve the purchase of generator output capacitors and lightning arresters from GE Grid Solutions for $24,822.80. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented the minutes of the September 18, 2024, Planning/Zoning Commission hearing on the petition of Frank & Shelly Schwab concerning property commonly known as 2707 5th Street, Peru, IL. Alderman Lukosus made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Moreno seconded the motion; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6881

AN ORDINANCE GRANTING A VARIANCE AS SOUGHT BY THE PETITION OF FRANK AND SHELLY SCHWAB CONCERNING PROPERTY LOCATED AT 2707 5th STREET IN THE CITY OF PERU, ILLINOIS

Alderman Moreno made a motion the ordinance be adopted as written and read. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

AN ORDINANCE AMENDING THE CITY OF PERU EMPLOYEE MANUAL AS IT RELATES TO HOLIDAY, BEREAVEMENT, AND PARENTAL LEAVE

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6883

AN ORDINANCE RATIFYING AND APPROVING THE PURCHASE OF CERTAIN REAL PROPERTY RELATING TO THE ITEP SHARED USE PATH PROJECT (Frontage Road, Peru - PIN#17-09-125-000)

Alderman Tieman made a motion the ordinance be adopted as written and read. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

AN ORDINANCE ACCEPTING DEEDS RELATING TO THE ITEP SHARED USE PATH PROJECT (Access, L.L.C.; RJS Investments, L.L.C.; Peru Faith Assembly of God, Inc.) CITY OF PERU REGULAR COUNCIL MEETING SEPTEMBER 23, 2024

Alderman Tieman made a motion the ordinance be adopted as written and read. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a communication from LaSalle Peru Township High School requesting permission to hold the annual homecoming parade on Thursday, September 26th. Alderman Tieman made a motion the communication be received, placed on file and permission granted. Alderman Ballard seconded the motion, motion carried.

Clerk Bartley presented a communication from Margaret “Peggy” Arter requesting permission to hold a 2nd Annual “End of Summer Music Fest” sponsored by Janko Realty, on Sunday, September 7, 2025 from 2pm-5pm (set up beginning at 12pm and take down at 5pm). Alderman Moreno made a motion the communication be received, placed on file and permission granted. Alderman Tieman seconded the motion.

MAYOR’S NOTES

Mayor Kolowski reported on the following:

• Homecoming Parades

○ LP-9/26 at 4:00 p.m.

○ St. Bede-9/27 at 5:00 p.m.

• Peru Police Department/OSF HealthCare Health and Wellness Event

○ Complimented the Police Department

○ Thanked OSF HealthCare, St. Farm, Peru Fire Department and Peru EMS

▪︎ Over 30 car seats checked

• IVAR Pet Fest at Baker Lake

Alderman Moreno complimented his fellow aldermen for supporting Eric Carls, Director of Engineering and Zoning and his team consisting of Loran Goskusky, Melissa Carruthers and Ann Riva. Alderman Moreno stated he is proud to serve on the board.

Alderman Moreno complimented the event at St. John’s Lutheran Church pop up food truck event.

Alderman Moreno made a motion that the meeting be adjourned. Alderman Edgcomb seconded the motion and motion carried. The meeting was adjourned at 8:15 p.m.
