City of LaSalle Finance Committee met Sept. 30

Here are the minutes provided by the committee:

Chairman Ptak called the Meeting to order at 6:00 pm

ROLL CALL

Present: Chairman Ptak, Alderman Bacidore, Thompson, Reynolds, Lavieri, Jeppson, Herndon (arrived at 6:04pm), Crane

Absent: NONE

Others Present: Deputy Clerk Brent Bader, Economic Development Director Curt Bedei, City Engineer Brian Brown, Finance Director John Duncan, City Treasurer Virginia Kochanowski, Fire Chief Jerry Janick, City Attorney James McPhedran (arrived at 6:12pm).

A quorum was present.

Moved by Alderman Reynolds and seconded by Alderman Thompson to approve the minutes from September 16, 2024.

Voice vote, all ayes. Motion carried.

Stephanie Bias from the Perfectly Flawed Foundation, a non-profit on First Street in La Salle, discussed how they provide resources for mental health and addiction in the area. She mentioned that she is the co-chair to this upcoming event. The foundation is hosting an auction on November 15 at Oak Ridge which will be their first event in five years after a hiatus due to COVID-19. She mentioned that the organization has many options that they would be willing to accept as donations, including table sponsorship starting at $1,000 and/or donations of gift certificates or items for the live and silent auctions.

There was back and forth discussion on the city’s potential involvement with The Perfectly Flawed auction. Alderman Herndon supporting the table sponsorship, but Alderman Thompson raised concerns about the cost and the city then setting a precedent for other organizations and foundations.

Alderman Thompson argues against the high cost of a table sponsorship, suggesting a $200 donation instead. Alderman Crane and Chairman Ptak support the foundation, emphasizing the importance of the cause and the benefits to the community. Alderman did agree with the importance of such an organization in the community.

Alderman Thompson and Alderman Crane did question who would be allowed from the city to sit at the table if they were to become a table sponsorship. Ms. Bias did state that this event will not be an annual event.

Moved by Alderman Crane and seconded by Alderman Reynolds to approve the request of The Perfectly Flawed Foundation for a monetary donation or raffle reward towards their 2024 Auction Gala. The council decided to donate $1,000 for a table sponsor and 5 - $50 Locally LaSalle gift certificates.

MOTION CARRIED: 7-1

Chairman Ptak stated that he spoke with Patrick Watson and they discussed a bid from Cummins Sales and Service for a 150kw generator for the East End Booster Station.

The generator is mandated from the EPA and was a one bid from Source Well, which is a government agency that gives national buying power. The installation will, however, be a bid process.

Moved by Alderman Crane and seconded by Alderman Herndon to approve the recommendation regarding a bid from Cummins Sales & Service of $48,890.00 to purchase a 150kw generator for the East End Booster Station.

MOTION CARRIED: 8-0

NEW BUSINESS

Finance Director John Duncan mentioned that the contract with Stark County starts tonight at midnight.

There were no questions or comments from the public.

Moved by Alderman Reynolds and seconded by Alderman Crane to adjourn the meeting.

Voice vote, all ayes. Motion carried.

Chairman Ptak adjourned the meeting at 6:14 p.m.
