Village of Seneca Village Council met Oct. 7
Here are the minutes provided by the council:
Seneca Village Council held a regularly scheduled Council meeting at Seneca Village Hall on October 7, 2024 and the meeting was called to order at 5:30 p.m.
Roll Call: Present: Mayor Olson, Commissioners Higgins, Peddicord and Victor
Absent: Commissioner Weber
Also Present: Village Clerk Jennifer Peddicord, Attorney Bryan Wellner and Village Engineer Casey McCollom
All stood for the Pledge of Allegiance to the Flag of the United States of America.
A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve the September 16, 2024 council meeting minutes as presented.

Nays: None
Absent: Weber
A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve the payment of bills as presented.

PRESENTATION BY CLEARSKY:
Kate Geier from ClearSky gave a follow-up presentation regarding bringing fiber internet to the village.

COMMISSIONER'S REPORT AND NEW BUSINESS:
PUBLIC PROPERTY, WATER & SEWER - WEBER:
Due to the absence of Comm. Weber, Comm. Higgins presented his agenda items.
A motion was made by Comm. Higgins and seconded by Comm. Victor to approve an expenditure to Hawkins, Inc. in the amount of $4,908.28 for water treatment plant chemicals.

A motion was made by Comm. Higgins and seconded by Comm. Peddicord to approve an expenditure to Chamlin & Associates in the amount of $1,902.50 for Source Water Protection Plan final payment.

A motion was made by Comm. Higgins and seconded by Comm. Victor to approve an expenditure to Christmas Light Installers NWI, LLC in the amount of $7,647.50 for Christmas lights at Crotty Park.

A motion was made by Comm. Higgins and seconded by Comm. Peddicord to approve an expenditure to Martin Equipment in the amount of $3,925.00 for John Deere backhoe annual maintenance contract (year 2 of 5).

ACCOUNTS AND FINANCE - VICTOR:
A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve an expenditure to Wex Bank in the amount of $2,702.59 for fuel expenses.

STREETS - HIGGINS:
None.
PUBLIC HEALTH AND SAFETY - PEDDICORD:
None.
PUBLIC AFFAIRS - OLSON:
A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve an expenditure to Ganz Greenhouse, LLC in the amount of $1,540.27 for flowers for planters and hanging baskets for 2024.

A motion was made by Comm. Victor and seconded by Comm. Higgins to approve an expenditure to Barco Products in the amount of $2,396.58 for garbage cans. These will be identical to the ones downtown. Two of the downtown cans were moved to the boat launch and dog park, so we will replace those cans and add one additional can next to the community garden and the little library.

EXECUTIVE SESSION:
A motion was made by Comm. Higgins and seconded by Comm. Peddicord to enter into executive session at 5:47 p.m. to discuss Collective Bargaining, pursuant to 5 ILCS 120/(c)(2).

Nays: None

The council returned to regular session at 6:05 p.m.
A motion was made by Comm. Higgins and seconded by Comm. Peddicord to adjourn the council meeting.
