City of Peru City Council met Oct. 21

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, October 21, 2024, at 7:00 P.M.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno present. Mayor Kolowski present.

PUBLIC COMMENT

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of October 7, 2024, Treasurer’s Report for September 2024, Annual Statement of the City Treasurer for the City of Peru for Fiscal Year ending April 30, 2024, Building Permits-Third Quarter Report 2024 and Peru Police Department Report for September 2024. Alderman Payton made a motion the minutes be received and placed on file. Alderman Edgcomb seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Sapienza presented the following disbursements for payment on October 23, 2024:

Alderman Sapienza made a motion the disbursements be received, placed on file and bills paid in the usual manner. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Edgcomb made a motion to approve quote from SportsFields in the amount of $37,500 for outfield maintenance at Veteran's Park. Alderman O’Sadnick seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Payton made a motion to approve quote from Illinois Valley Fence and Pool in the amount of $15,000 for relocation of Veteran’s Park fence. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

PUBLIC WORKS COMMITTEE

Alderman Ballard made a motion to approve proposal from Putnam County Painting, in the amount of $844,689.95 for the painting of the N. Peoria St. Water Tower; Railing fabrication in the amount of $34,540.00. Alderman O’Sadnick seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Moreno made a motion to approve the replacement of the 6 decorative handrails along the north side of 4th Street from Pike Street to Schuyler Street (in the amount of $2,800 per handrail from AMF). Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Sapienza made a motion to approve purchase of RTD modules, cabling, and controller programming for 7 Caterpillar generators for $25,722.34 from VIPOWER Services. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Lukosus made a motion to approve time extension request from D Construction for the Area 5 Phase 2 (Rte. 6 Water Main) project. (By March 31, 2025 for substantial completion; By May 15, 2025 for final completion). Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Lukosus made a motion to approve a change order from BHMG for the system study in the amount of $20,160.00. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

PSM/Fire Chief Jeff King reported that hydrant flushing is complete and leaf vacuuming will begin on Monday, October 28th.

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6898

AN ORDINANCE APPOINTING KEVIN MINNICK AS THE CITY OF PERU’S REPRESENTATIVE TO THE ILLINOIS MUNICIPAL ELECTRIC AGENCY BOARD OF DIRECTORS

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Lukosusseconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6899

AN ORDINANCE AUTHORIZING THE ACCEPTANCE OF AN EASEMENT FROM DENNIS D. TOMASZEWSKI AND JOHN L. LAMPS, AS SUCCESSOR CO-TRUSTEES 

Alderman Tieman made a motion the ordinance be adopted as written and read. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6901

AN ORDINANCE GRANTING CERTAIN WAIVERS UNDER THE CITY OF PERU SUBDIVISION AND SITE DEVELOPMENT REGULATIONS ORDINANCE TO REVERE ELECTRIC SUPPLY CO.

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a petition from Life Balance Counseling and Wellness, Inc. seeking variances and waivers for property located at 2218 Marquette Road, Peru, IL. Alderman Edgcomb made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Payton seconded the motion; motion carried.

MAYOR’S NOTES

Adam Thorson, Director of Parks, Recreation and Special reported on the upcoming Halloween in the Park event on October 26th at Washington Park. Mr. Thorson reported there was a lot of interest in attending the event with over 10 businesses.

Alderman O’Sadnick reported the Willie Buck event at Centennial Park on October 5th was a great conclusion to the Music Under the Oaks event.

PSM/Fire Chief Jeff reported that hydrant flushing will begin the week of October 14th and continue through October 25th.

Electric Operations Manager Kevin Minnick thanked the team for outage response efforts.

Alderman Tieman made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. The meeting was adjourned at 7:23 p.m.
