Coal City Planning and Zoning Board met Oct. 21

Here are the minutes provided by the board:

At 7:00p.m., October 21, 2024, in the boardroom of the Village Hall, chairwoman, Maria Lewis called to order the meeting of the Planning & Zoning Board. Roll call members; Walt Mahaffay, Jason Peters, Brad Littleton, Amanda Burns, Cody Krug and Maria Lewis. Absent; Jill Breneman. Also in attendance were, Kyle Watson, building official, Trustee Pamela Noffsinger and Matt Fritz, village administrator. 

The minutes of the October 7, 2024 meeting were reviewed. Burns moved to approve the minutes as written, second by Krug. Roll call-Ayes; Mahaffay, Littleton, Burns, Krug and Lewis. Nays; none. Abstain; Peters, Absent; Breneman. Motion carried. 

No public comment at this meeting. 

Linda Sula, Deputy Clerk swore in those who would be speaking at the public hearing. 

ZONING BOARD OF APPEALS - PUBLIC HEARING – Alex Taylor - Conditional use to allow motor vehicle repair within C-4 at 155 E. Division (Back). 

Lewis explained Mr. Taylor was there for a conditional use to allow motor vehicle repair within C-4 at 155. Division St, back unit. Littleton asked if there would be any new signage installed. Taylor explained there would be no other signage except what is already there. Krug wanted to know if there is a new partition or wall between the front of the building and the back. Taylor explained there was a door between the two however, now there is a continuous wall separating them. Watson believes there is a cinder block wall between the two areas. Mahaffay moved to approve the conditional use for the motor vehicle repair for the rear half of 155 E. Division Street, second by Littleton. Roll call-Ayes; Mahaffay, Peters, Littleton, Burns, Krug and Lewis. Nays; none. Absent; Breneman. Lewis announced this will be heard by the Village Board on October 23rd for final approval. Motion carried. 

Fritz presented an upcoming projects list for the board and went through the projects as follows: Crossroads PUD Re-subdivision, North side of Valerio Road (conditional use w/in flood plain (solar farm), Trotters (Northridge) front lots along North Street, McCoy Subdivision, Residential home builder of Kennedy Subdivision, Scaggs Construction - 6 single family units off of Berta (Lewis asked that an intergovernmental agreement with Diamond be submitted first), various industrial projects; half way between Carbon Hill Road and Broadway are 345 KV lines (regional transmission lines), which are an asset for the property, DCEO Planning Grant (620 acres) is also being done to assist with these industrial projects for the future. The Hunters Run 44-unit is moving forward and will be presented to the Village Board at the next meeting on October 23, 2024. The project is also going before the Grundy County Housing Authority (GCHA) to determine if a possible property management agreement will be made between North Arrow and them. 

The board discussed in length signage rules and regulations. 

Burns moved to adjourn the meeting at 8:07p.m., second by Mahaffay. All were in favor and meeting ended.
