City of Marseilles City Council met Nov. 6

Here are the minutes provided by the council:

Official proceedings of the City Council of the City of Marseilles of the meeting of November 6, 2024.

The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on November 6, 2024.

Roll call showed the following present: Mayor Hollenbeck Commissioner Kaminski,

Small, Scheib, Buckingham, and Mayor Hollenbeck. Absent: None.

Pledge of Allegiance was said.

Public hearing for CDBG PI Illinois Street Sewer Lining Project. was held. The U.S. Housing Development state grant has total of $19,500,000 in available funds. Up to $1,000,000 in funds can be awarded to the City. The award of the grant will be announced around April 2025. Illinois Street remained in satisfactory condition until about 5 years ago. This has been added to the City’s Street rehabilitation plan. Performance Pipeline (PPI) was hired to clean and televise the sewer main and services under Illinois Street. They suggested the sewer be rehabilitated prior to street repair.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the minutes from the Council meeting of October 16, 2024 be approved as displayed and placed on file. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Tom Goodin asked the Mayor if he’s heard back from the railroad regarding the drainage ditch. Mayor Hollenbeck has not heard back from the railroad. Tom asked if it was ok to weed the area, Mayor Hollenbeck stated that was ok.

Girl scout troop 1667 was present and they’re working on their government patch. The girls announced they will be hosting a walking taco dinner on 11/19/2024 from 5-7 at the Marseilles Public Library.

Scott Ford gave an update on homes South of the river bridge, he stated half are sold. He asked Commissioner Small for more police presence South of town. Scott also passed out sealed envelopes to everyone at the council table.

Stephanie Johnson spoke regarding a water billing/usage issue. Shephanie was present requesting relief.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the accounts payable for the last half of October in the amount of $331,467.78 be approved and a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Moved by Commissioner Kaminski seconded by Commissioner Scheib that the payroll for the last half of October in the amount of $51,098.54 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Buckingham seconded by Commissioner Small that the payment to Phalen Steel in the amount of $106,298.80 for the City Hall and Police Department remodel project be approved. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Commissioner Schieb stated he has received 7 letters from residents on Illinois Street in favor of the sewer lining project. He requested residents to submit letters to city hall.

Moved by Commissioner Buckingham seconded by Commissioner Small that the payment to Conley Excavating in the amount of $528,525.00 for Broadway Park be approved. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Commissioner Buckingham said Wreaths Across America will be held at the memorial wall December 14 at 11:00 A.M.

Mayor Hollenbeck placed on file the agreement to purchase lots 8-12 on Young Street, $1,000 earnest money is required for the sale price of $26,000.

Moved by Mayor Hollenbeck seconded by Commissioner Buckingham that the special event permit for light up Knudson Up Knudson Park and the Santa Parade to be held December 7, 2024 be approved and the permit fee be waived. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Mayor Hollenbeck seconded by Commissioner Small that Resolution 2024-24, a resolution to enter into an agreement for administration and coordination services for a community development block grant public infrastructure program on behalf of the City of Marseilles be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that Resolution 2024-25, a resolution of support and commitment of local funds be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that Ordinance 1874, an ordinance granting conditional use for construction of a pole styled metal building at 1115 Bratton Avenue in Marseilles be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that Ordinance 1875, an ordinance granting a zoning variance for property at 746 Commercial Street to construct a single-family home be Adopted. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Moved by Commissioner Kaminski seconded by Commissioner Schieb that Ordinance 1875, be amended to move a stick-built garage building be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that ordinance 1876, an ordinance granting conditional use for construction of a pole styled metal garage at 1165 Bond Street in Marseilles be adopted. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that Ordinance 1876, be amended to the correct address at 165 Bond Street. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Mayor Hollenbeck seconded by Commissioner Buckingham that the city council adjourn to executive session authorized under section 2 (C) 2 Personnel of the Open Meetings Act and to approve closed session minutes. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Small seconded by Commissioner Kaminski that city council reconvene to regular session. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Buckingham seconded by Commissioner Scheib that the City Council adjourns. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.
