The Oglesby City Council meeting was called to order at 6:00 p.m. by Mayor Jason Curran.
PRESENT: Commissioners Richard Baldrige, Don Finley, Gregory McDermott, Tony Stefanelli and
Mayor Jason Curran. City Attorney Pat Barry and City Clerk Becky Clinard were also present.

A MOTION WAS MADE BY Stefanelli, SECONDED BY Baldridge to approve the October 11, 2024, payroll in the amount of $65,353.81. AYES: Baldridge, Finley, McDermott, Stefanelli, Curran. MOTION CARRIED.
Samantha Casey, Hopkins and Associates, then went over the audit report. Stefanelli thanked Casey and noted that some of the items she discussed would be part of his commissioner’s report.
A MOTION WAS MADE BY Stefanelli, SECONDED BY McDermott to accept the FY2024 Audit and place it on file AYES: Baldridge, Finley, McDermott, Stefanelli, Curran. MOTION CARRIED.
Finley then told the council that the ordinance before them addressed Cathie Eden’s retirement and the hiring of her replacement as well as the increase in salary for paramedics and EMTS to address staff shortages. A MOTION WAS MADE BY Finley, SECONDED BY Stefanelli to approve Ordinance No. 1273-110424, Intergovernmental Agreement with LaSalle Peru Township High School. AYES: Baldridge, Finley, McDermott, Stefanelli, Curran. MOTION CARRIED.
Baldridge then asked the council to approve the bid received from Fletcher Reinhardt for $36,676.16 for cable and conduit for the Mallick Substation project. The items were not bid on when the initial bids were sought, but BHMG was able to obtain two bids recently. The other bid, from WESCO was considerably higher at $99,107.02.
A MOTION WAS MADE BY Baldridge, SECONDED BY McDermott to award the bid for cable and conduit to Fletcher Reinhart at $36,676.24. AYES: Baldridge, Finley, McDermott, Stefanelli, Curran. MOTION CARRIED.
Finley then told the council that the police department needed to replace a vehicle at a cost of $35,688.50 to the city. Finley said the drug fund would pay the other half. A MOTION WAS MADE BY Finley, SECONDED BY Stefanelli to approve the purchase of a squad car and equipment. AYES: Baldridge, Finley, McDermott, Stefanelli, Curran. MOTION CARRIED.

Commissioner Updates
Commissioner Stefanelli, Accounts and Finance
❖ Recognize the Heritage Fields Subdivision for a successful trick or treating, noting that he believes they hold the record for most trick or treaters.
❖ Announced that the city had recently moved $500,000 to Illinois Funds, noting that the city receives a much better interest rate. This represents 6 months of funds tagged for the waste water treatment plant.
❖ Thanked Commissioner McDermott for his help in addressing the logistics and financing of the new waste water treatment plant. Stefanelli said he would continue to find a better resolution to a project that the city can not afford.
Commissioner Finley, Public Safety
❖ Reminded residents of the planned open house for retiring ambulance director Cathie Edens. The event will be held Friday, Nov. 15.
Commissioner McDermott, Streets, Water and Sewer
❖ Announced a water shutoff and ensuing boil order for a portion of the city east of the dry bridge
❖ Encourage residents to vote and to be considerate of others’ opinions. Commissioner Baldridge, Public Property
❖ Thanked the electric department for their role in the Oglesby School
❖ Thanked Merkel Christmas trees and WAO for .
❖ Announced that the business sign will be placed at the canoe launch entrance tomorrow.
Mayor’s Report
❖ Talked about the city’s plans to have a community Christmas tree with ornaments decorated by residents
❖ Reminded residents of the Veterans Day Activities on Monday, November 11.
❖ Talked about the good works of IVCIL, who work to help people stay in their homes and be independent.
❖ Announced Plan Commission meeting on Thursday.
❖ Talked about the importance of voting.
A MOTION WAS MADE BY McDermott, SECONDED BY Finley to enter into executive session at 6:26 p.m. for the purpose of “the operation by a municipality of a municipal utility or the operation of a municipal power agency … when the discussion involves (i)contracts relating to the purchase, sale, or delivery of electricity … 5 ILCS 120/2(c)(23) and “the purchase or lease of real property for the use of the public body …: 5 ILCS 120/2(c)(5). AYES: Baldridge, Finley, McDermott, Stefanelli, Curran. MOTION CARRIED.
