City of Ottawa City Council met Nov. 5

Here are the minutes provided by the council:

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson and Brent F. Barron (via phone).

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, October 15, 2024, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

A presentation by Matthew Stegeman of SRF Consulting was held regarding NCAT’s strategic plan. This is a 13 month project and will consist of rider and community surveys, open houses, visions and goals. The open houses will be held on Tuesday, November 19, at the Oglesby IVCC campus and Wednesday, November 20, at the Ottawa YMCA.

Public hearings were held next for the Community Development Block Grants of Rural Shelter Program and Public Infrastructure storm sewer separation. Blaire Krickl, Community Planner and Calvin Croy of NCICG both explained components of both projects. The rural shelter grant is $2M with $2,194,905.00 to be funded by PADS. The storm sewer separation grant is $1M with the remainer of $239,640.00 being paid for by the City’s combined sewer overflow funds. With no one publicly commenting, the Mayor declared the hearings closed at 7:21 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of October 25, 2024, in the amount of $634,152.76, be approved and warrants issued.

Second by Pearson.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated November 5, 2024, showing expenses in the amount of $3,252,451.20, be approved and warrants issued.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Commissioner Eichelkraut presented Annual Financial Report.

Moved by Commissioner Eichelkraut that the Annual Financial Report of City Clerk, Shelly L. Munks, for fiscal year 24, be received and placed on file.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a transit service agreement between the City of Ottawa and Streator Public Library, for NCAT, be received and placed on file for public inspection.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of October 2024, be received and placed on file.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a proposal for grant assistance services by Lexipol, be received and placed on file for public inspection.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from Municipal Emergency Services in the amount of $386,650.00 for the Fire Department air paks, be accepted, approved, and paid for from the General Corporate Fund.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from SCBAS Inc. in the amount of $13,450.00 for the Fire Department’s fill enclosure, be accepted, approved, and paid for from the General Corporate Fund.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from Stryker in the amount of $10,320.78 to purchase 2 Stair Pro Chairs, be accepted, approved, and paid for from the General Corporate Fund.

Commissioner Ganiere added that the air paks will be paid for through an insurance claim and Joe Navarro’s office is covering the stair chairs.

Moved by Commissioner Pearson that the Quote received from SCP in the amount of $35,549.78 to purchase a cover for Riordan Pool, be accepted, approved, and paid for from the Swimming Pool Fund.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Fehr Graham for the final approval of the phosphorous study for the existing Wastewater Treatment Plant, which has been on file for public inspection since October 15, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Commissioner Barron presented Quote.

Moved by Commissioner Barron that the Quote received from Standard Equipment in the amount of $19,565.71 to purchase a wireless pole camera to be used at the Wastewater Department, be accepted, approved, and paid for from the Wastewater Fund.

Commissioner Barron presented Quote.

Moved By Commissioner Barron that the Quote received from Drydon Equipment in the amount of $19,834.00 to purchase 2 replacement membranes for the bladder tanks at the Wastewater Treatment Plant be accepted, approved, and paid for from the Wastewater Fund.

Commissioner Barron reminded residents to not rake their leaves into the street, as they will clog up our storm sewers.

Moved by Mayor Hasty that a Resolution to enter into an agreement for administration and coordination services with NCICG for a Community Development Block Grant corona virus program, which has been on file for public inspection since October 15, 2024, be adopted.

Moved by Mayor Hasty that a Resolution to enter into an agreement for administration and coordination services with NCICG for a Community Development Block Grant for storm sewer separation, which has been on file for public inspection since October 15, 2024, be adopted.

Mayor Hasty presented Report of Zoning Board of Appeals.

Moved by Mayor Hasty that the Report of the Zoning Board of Appeals meeting held on Thursday, October 17, 2024, considering a side yard setback variance request from Michael Schillo for property located at 510 Pearl Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance request to construct a pergola be approved with the condition that the side yard setback from the East property line be 1 foot 8 inches and be contingent on the 3 cross beams being cut to no less than 1 foot inside the East property line and the follow up Ordinance be passed and approved.
