City of Ottawa City Council met Nov. 19

Here are the minutes provided by the council:

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson and Brent F. Barron (via phone).

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, November 5, 2024, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

A public hearing were held next for the Community Development Block Grant for Housing Rehabilitation. Kevin Lindeman of NCICG, explained that the grant is for 10 homes and around $60,000.00 per house. Letters and surveys were sent to residents. With no one publicly commenting, the Mayor declared the hearing closed at 7:08 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of November 8, 2024, in the amount of $636,947.86, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated November 19, 2024, showing expenses in the amount of $2,130,736.82, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of October 2024, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a transit service agreement between the City of Ottawa and Streator Public Library, for NCAT, which has been on file for public inspection since November 5, 2024, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut authorizing the execution of an employment agreement for an appointed City Official in Hunter O’Dell as Facilities Assistant for NCAT, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Wayne Eichelkraut reminded that the Festival of Lights Parade is Friday, November 29, 2024, at 6:00 p.m. 

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a proposal for grant assistance services by Lexipol, which has been on file for public inspection since November 5, 2024, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an agreement for application services with NCICG for a Community Development Block Grant for housing rehabilitation, which has been on file for public inspection since November 5, 2024, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an agreement for administration and coordination services with NCICG for a Community Development Block Grant for housing rehabilitation, which has been on file for public inspection since November 5, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an addendum to an employment agreement between the City of Ottawa and Matt Burgwald, which has been on file for public inspection since November 5, 2024, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of an employment agreement for Daniel Pond as Community Development Assistant, which has been on file for public inspection since November 5, 2024, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing a side letter agreement between the City of Ottawa and AFSCME Local 2819, regarding the facility dog handler compensation, which has been on file for public inspection since November 5, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a memorandum of understanding between the City of Ottawa and AFSCME Local 2819, regarding part time telecommunicators, which has been on file for public inspection since November 5, 2024, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None. 

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of lease agreement #5500 between the City of Ottawa and the Illinois Department of Natural Resources for the I & M Canal culvert on Canal Road, which has been on file for public inspection since November 5, 2024, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution of Support and Commitment of Local Funds for the Community Development Block Grant Housing Rehabilitation Grant, in the amount of $20,000.00 from the General Corporate Fund, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving the 2025-2027 Local Administrative Policy and Procedures Manual for the Housing Rehabilitation Plan, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Moved by Mayor Hasty that a Resolution authorizing the execution of a contract for taxicab service and lease of the building located at 814 Columbus Street between the City of Ottawa and Affordable Rides LLC, be received and placed on file for public inspection.

Second by Pearson.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of the third extension and addendum to the lease/donation agreement between the City of Ottawa and the Conservation Foundation, be received and placed on file for public inspection.

Second by Ganiere.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the statement of work between the City of Ottawa and Quicket Solutions Inc., regarding municipal enforcement and adjudication software, be received and placed on file for public inspection.

Second by Pearson.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayro Hasty that a Resolution appointing Jade Spears, term to expire November 9, 2026, to the Special Events Committee, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution reappointing Ryan Cantlin, term to expire November 19, 2029, to the Playground and Recreation Board, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None. 

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance authorizing the issuance of a certificate of appropriateness to William Dunn, Patricia Dunn, and Ottawa Funeral Home Inc., for property located at 214 W. Washington Street, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance authorizing the issuance of a certificate of appropriateness to the American Legion, for property located at 901 LaSalle Street, be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Moved by Mayor Hasty that a Resolution authorizing the execution of a side letter agreement with AFSCME Local 2819 regarding anniversary dates, be received and placed on file for public inspection,
