City of Peru City Council met Dec. 2

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, December 2, 2024, at 7:00 P.M.

Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, and Moreno present. Alderman Lukosus absent. Mayor Kolowski present.

PUBLIC COMMENT

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of November 18, 2024, Treasurer’s Report for October 2024, and Peru Volunteer Ambulance Service Inc. Activity Summary for September 2024. Alderman Payton made a motion the minutes be received and placed on file. Alderman Sapienza seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Sapienza presented the following disbursements for payment on December 4, 2024:

Total $900,321.66

Alderman Sapienza made a motion the disbursements be received, placed on file and bills paid in the usual manner. Alderman Tieman seconded the motion. Alderman Payton inquired into why the disbursement amount is lower than usual. Finance Officer Tracy Mitchell stated that due to the holiday and having three pays in December was the cause. Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, and Moreno voting aye. Alderman Lukosus absent.

Motion carried.

Alderman Payton made a motion to approve a Christmas Bonus for City employees: $100.00 for full-time and $50.00 for part-time. Alderman Tieman seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, and Moreno voting aye.

Alderman Lukosus absent. Motion carried.

PUBLIC SERVICES COMMITTEE

Adam Thorson, Director of Parks, Recreation and Special Events, updated the council of the upcoming lighted Christmas parade this Saturday, beginning at 5pm. Mr. Thorson stated the parade will end at city hall where Santa Clause will hand out gifts and cookies and hot chocolate will be provided. Mr. Thorson stated 35 participants have signed up so far. 

Mayor Kolowski inquired about the ice rink. Mr. Thorson reported the ice rink is open. Mayor Kolowski and Mr. Thorson both thanked Bob Ghighi for his efforts. Mr. Thorson reminded the council that if the red flag is up, the rink is closed; if green flag is up, rink is open. (Red means NO; Green means YES).

Mayor Kolowski reported that the restrooms at Schweickert Arena (Ice House) are open and firewood will be arriving soon.

PUBLIC WORKS COMMITTEE

Alderman Moreno made a motion to approve invoice from Universal Asphalt & Excavating, Inc., in the amount of $34,400.00 for 38th Street repairs. Eric Carls, Director of Engineering and Zoning reported this expense is due to a large water main break near Dollar Tree. Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, and Moreno voting aye.

Alderman Lukosus absent. Motion carried.

Alderman Ballard made a motion to approve invoice from Wright Excavating Inc., in the amount of $30,000.00 for 38th Street repairs. Alderman Moreno seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, and Moreno voting aye. Alderman Lukosus absent. Motion carried.

PSM/Fire Chief Jeff King provided an update on leaf vacuuming. PSM/Chief King reported crews cannot operate when temperatures fall below freezing but hope to get back out one last time if the weather warms up. Alderman O’Sadnick asked if residents can bag the leave for city crews to pick up. PSM/Chief King stated no and there would be nowhere to dispose of them.

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6912

AN ORDINANCE LEVYING TAXES FOR CORPORATE PURPOSES FOR THE CITY OF PERU, ILLINOIS, FOR FISCAL YEAR 2025 BEGINNING ON MAY 1, 2024, AND ENDING APRIL 30, 2025, BOTH INCLUSIVE.

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Ballard seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, and Moreno voting aye. Alderman Lukosus absent. Motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6913

AN ORDINANCE ABATING 2024 TAX LEVY AS PROVIDED BY BOND ORDINANCE NO. 6188 ENTITLED: “AN ORDINANCE OF THE CITY OF PERU, LASALLE COUNTY, ILLINOIS, PROVIDING THE ISSUANCE OF GENERAL OBLIGATION REFUNDING BONDS, SERIES 2017” DULY PASSED AND ADOPTED OCTOBER 31, 2016.

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Moreno seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, and Moreno voting aye. Alderman Lukosus absent. Motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6914

AN ORDINANCE ABATING 2024 TAX LEVY AS PROVIDED BY BOND ORDINANCE NO. 6485 ENTITLED: “AN ORDINANCE OF THE CITY OF PERU, LASALLE AND BUREAU COUNTIES, PROVIDING THE ISSUANCE OF GENERAL OBLIGATION BONDS, SERIES 2020” DULY PASSED AND ADOPTED JUNE 8, 2020.

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, and Moreno voting aye. Alderman Lukosus absent. Motion carried. AN ORDINANCE ABATING 2024 TAX LEVY AS PROVIDED BY BOND ORDINANCE NO. 6656 ENTITLED: “AN ORDINANCE OF THE CITY OF PERU, LASALLE AND BUREAU COUNTIES, PROVIDING THE ISSUANCE OF GENERAL OBLIGATION BONDS, SERIES 2022” DULY PASSED AND ADOPTED MAY 9, 2022.

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman O’Sadnick seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, and Moreno voting aye. Alderman Lukosus absent. Motion carried. Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6917

AN ORDINANCE GRANTING AN ADMINISTRATIVE VARIANCE AS SOUGHT BY THE PETITION OF MICHAEL SAPIENZA CONCERNING PROPERTY LOCATED AT 2009 STATE STREET, PERU, ILLINOIS

Alderman O’Sadnick made a motion the ordinance be adopted as written and read. Alderman Moreno seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, O’Sadnick, and Moreno voting aye. Alderman Sapienza abstaining. Alderman Lukosus absent.

Motion carried.

Corporate Counsel Scott Schweickert presented the minutes of November 27, 2024, Planning/Zoning Commission hearing on the petition of POJO Limited Partnership concerning property consisting of 7.307± acres generally located south of May Road and west of Illinois Route 251. Alderman Tieman made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Payton seconded the motion. Motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6918

AN ORDINANCE GRANTING CERTAIN WAIVERS AND APPROVING THE FINAL PLAT OF POJO’S COMMERCIAL ADDITION TO THE CITY OF PERU AS SOUGHT BY THE PETITION OF POJO LIMITED PARTNERSHIP

Alderman Edgcomb made a motion the ordinance be adopted as written and read. Alderman Payton seconded the motion. Eric Carls, Director of Engineering and Zoning, reported the petitioner wants to split the two lots to possibly make the properties more desirable. Mr. Carls also noted the trunk sewer line project runs through the property. Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, and Moreno voting aye. Alderman Lukosus absent. Motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6919

AN ORDINANCE AUTHORIZING THE EXECUTION OF A RIGHT-OF-WAY ENCROACHMENT LICENSE AGREEMENT WITH REVIVAL RESTAURANTS, LLC d/b/a THYME CRAFT KITCHEN (405 5th Street)

Alderman Tieman made a motion the ordinance be adopted as written and read. Alderman Ballard seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, and Moreno voting aye. Alderman Lukosus absent. Motion carried.

PROCLAMATIONS

UNFINISHED BUSINESS

Alderman Moreno asked the council to be mindful of the much-needed upgrades to the airport terminal inside and out. Eric Carls, Director of Engineering and Zoning, stated he will get the pre-planning started.

NEW BUSINESS

PETITIONS AND COMMUNICATIONS

Deputy Clerk Stephanie Piscia presented a petition from Hiren Patel seeking variances from Zoning Ordinance for the property located at 1335 May Road, Peru, IL. Alderman Payton made a motion the Petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Edgcomb seconded the motion; motion carried.

MAYOR’S NOTES

Mayor Kolowski commended the police department for traffic control over the weekend.

Mayor Kolowski also commended the spectacular job performed by Bob Ghighi, Public Works, Police & Fire Departments, Peru CSO and Country Kids Produce on the holiday lights and decorations.

Alderman O’Sadnick made a motion that the meeting be adjourned. Alderman Moreno seconded the motion and motion carried. The meeting was adjourned at 7:18 p.m.
