City of Marseilles City Council met Dec. 4
Here are the minutes provided by the council:
The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on December 4, 2024.
Pledge of Allegiance was said.
Roll call showed the following present: Commissioner Kaminski, Small, Scheib, and Buckingham. Absent: Mayor Hollenbeck.
Moved by Mayor pro tem Kaminski seconded by Commissioner Buckingham that the minutes from the Council meeting of November 20, 2024 be approved as displayed and placed on file. Commissioner Scheib doesn’t believe reading the minutes is a waste of time, but rather holds the council accountable. Ayes: Commissioner Small, Scheib,
Buckingham, and Mayor pro tem Kaminski. Nays: None.
Scott Ford gave an update on homes sold south of the river bridge, 21sold and asked Commissioner Small for additional security. He also stated he received an anonymous letter in the mail that he took to District 5 to investigate who sent it to him. He gave a copy of the letter to the council members.
Stephanie Johnson addressed the council asking if they would pass a rent-controlled Ordinance.
A resident who didn’t state his name would like a re-election as he feels the Mayor and Commissioners have failed at their job.
Moved by Mayor pro tem Kaminski seconded by Commissioner Buckingham that the accounts payable for the last half of November in the amount of $59,739.37 be approved and a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner Small, Buckingham, and Mayor pro tem Kaminski. Nays: Commissioner Scheib.
Moved by Mayor pro tem Kaminski seconded by Commissioner Buckingham that the payroll for the last half of November in the amount of $101,759.38 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Small,
Scheib, Buckingham, and Mayor pro tem Kaminski. Nays: None.
Moved by Mayor pro tem Kaminski seconded by Commissioner Buckingham the tax levy ordinance for 2024-2025 be placed on file. Ayes: Commissioner Small, Buckingham, and Mayor pro Tem Kaminski. Nays: Commissioner Scheib.
Moved by pro tem Kaminski seconded by Commissioner Small that the payment to Phalen Steel in the amount of $89,556.52 for the City Hall and Police Department remodel project be approved. Ayes: Commissioner Small, Scheib, Buckingham, and Mayor pro tem Kaminski. Nays: None.
Moved by Mayor pro tem Kaminski that the payment to P&D sign company in the amount of $55,549.00 for the City Hall and Police Department entry sign be approved.
Ayes: Commissioner Small, Buckingham, and Mayor pro Tem Kaminski. Nays: Commissioner Scheib.
Moved by Mayor pro tem Kaminski that the payment to Ficek Electric and Communication systems in the amount of $137,489.00 for the low voltage cabling be approved. Ayes: Commissioner Small, Scheib, Buckingham, and Mayor pro tem Kaminski. Nays: None.
Commissioner Scheib thanked everyone who came and spoke at the council meeting.
Commissioner Buckingham said wreaths across America will be held Saturday December 14 at 200 Riverfront Drive.
Garbage committee board members, Brad Miller, Larry Cowie, and Jeff Owens addressed the council. Since the last meeting where the council did not place on file the garbage ordinance the board is unable to get pricing from any garage carrier. They asked to place the ordinance on file to get pricing on residential pickup. They suggested offering a town hall meeting for residents to ask questions and get more informed. A resident asked what Commissioner Schieb thinks about the Ordinance since it could save future damage to streets. Scheib stated he is against what restricts consumer choice. Cheryl O’Brien asked if garbage pickup would be billed through the city and if the city will make money. The board said they don’t know because they can’t move forward with any details since the Ordinance was not placed on file. The board members asked the council to reconsider placing the Ordinance on file at a future meeting.
Moved by Commissioner Small seconded by Commissioner Buckingham that the City Council adjourns. Ayes: Commissioner Small, Scheib, Buckingham, and Mayor pro tem Kaminski. Nays: None
