Village of Seneca Village Council met Dec. 2
Here are the minutes provided by the council:
Seneca Village Council held a regularly scheduled Council meeting at Seneca Village Hall on December 2, 2024 and the meeting was called to order at 5:31 p.m.
Roll Call: Present: Mayor Olson, Commissioners Higgins, Peddicord, Victor and Weber
Absent: None
Also Present: Village Clerk Jennifer Peddicord, Attorney Bryan Wellner and Village Engineer Casey McCollom
All stood for the Pledge of Allegiance to the Flag of the United States of America.
A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the November 18, 2024 council meeting minutes as presented.

A motion was made by Comm. Victor and seconded by Comm. Weber to approve the payment of bills as presented.

OLD BUSINESS:

A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve the adoption of Ordinance 24-22, An Ordinance Abating a Portion of the Taxes Heretofore Levied to Pay Principal of and Interest on General

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the adoption of Ordinance No. 24-23, An Ordinance Granting a Variance at the Request of Mike Coleman Relating to Property Located at 392 S. Main Street.

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the adoption of Ordinance No. 24-24, An Ordinance Amending Sections of the Village of Seneca Code of Ordinances as it Pertains to Debts Owed to the Village and Licenses or Permits.

Additional Agenda Item: Comm. Peddicord asked the council's thoughts regarding moving forward with using Grainco as a fuel source for the village. Comm. Weber advised he would like to know the cost of set-up and isn't sure where it should be located. Mayor Olson advised that there had been previous discussions regarding enclosing the dumpster behind village hall, and that would be a good location for the fuel tank, which would also be enclosed. Mayor Olson talked to BP and Casey's about adjusting the price of fuel for the village and is waiting to hear corporate's response from both businesses. At this point, they will work on coming up with a design for enclosing the dumpster and fuel tank and get quotes for same.
COMMISSIONER'S REPORT AND NEW BUSINESS:
PUBLIC PROPERTY, WATER & SEWER - WEBER:
Comm. Weber advised that Ayers Electric will have the boat launch lights completed before the end of the year.
ACCOUNTS AND FINANCE - VICTOR:
None.
STREETS - HIGGINS:
A motion was made by Comm. Higgins and seconded by Comm. Weber to approve an expenditure to Chamlin & Associates in the amount of $15,464.93 for engineering fees related to 2024 MFT Maintenance Program.

A motion was made by Comm, Higgins and seconded by Comm. Weber to approve an expenditure to Rush Truck Centers in the amount of $1,751.75 for repairs to 2007 dump truck. This was for a broken steering box.

A motion was made by Comm. Higgins and seconded by Comm. Peddicord to approve an expenditure to D Construction in the amount of $257,748.81 for 2024 MFT Maintenance Program.

PUBLIC HEALTH AND SAFETY - PEDDICORD:
Comm. Peddicord presented for discussion an Ordinance Amending the Seneca Code of Ordinances Adopting Certain Building Codes. This updates the building codes to the most recent years, which are the 2024 International Building Code, and the 2021 International Residential Code. This hasn't been updated since 2012.
PUBLIC AFFAIRS - OLSON:
A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve a Façade Improvement Program Agreement with Robin and Paul Smith of R and P Carriages.

PUBLIC COMMENT:
None.
Clerk Peddicord announced that the village is offering a $5.00 statement credit to anyone that signs up for eBilling. If you sign up for eBilling, please contact village hall at 815-357-8771 or clerk@senecail.gov to receive your statement credit.
Comm. Weber reminded the public that the village is accepting donations to be applied toward water accounts. Donations can be made toward specific accounts or to be deposited into the general fund to be used toward people in need of assistance.
A motion was made by Comm. Weber and seconded by Comm. Higgins to adjourn the council meeting.
