City of Peru City Council met Dec. 16

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, December 16, 2024, at 7:00 P.M.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno present. Mayor Kolowski present.

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of December 2, 2024. Alderman Payton made a motion the minutes be received and placed on file. Alderman Tieman seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Sapienza presented the following disbursements for payment on December 18, 2024:

Alderman Sapienza made a motion the disbursements be received, placed on file and bills paid in the usual manner. Alderman Tieman seconded the motion. Finance Officer Tracy Mitchell noted the disbursements are very high due to the Parkside Bond and the IMEA large power bill. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Tieman made a motion to approve $2,000 contribution to Peru Police Blue and Red Christmas. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Tieman made a motion to approve $500 donation to Illinois Valley Food Pantry. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Ballard made a motion to approve $500 donation to Illinois Valley PAD’s. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Payton made a motion to approve contract with Quicket Solutions, e-citation/ADJ program, in the amount of $23,000. Alderman O’Sadnick seconded the motion. Police Chief Sarah Raymond reported this is replacing the digiTICKET program. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman O’Sadnick made a motion to approve hiring of a part-time patrol officer. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

PUBLIC WORKS COMMITTEE

Alderman Moreno made a motion to approve CY 2025 Hosting, annual maintenance, and premium support for Tantalus AMI for $47,212.15 from Tantalus. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Sapienza made a motion to approve purchase of Multispeak 4.1 protocol to be added to the Tantalus AMI system for $16,200.00 from Anixter. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Sapienza made a motion to approve the purchase of one 3750 kva transformer for $189,187 from Sunbelt Solomon Transformers. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Ballard made a motion to approve the purchase of a Front End Engineering Design study from

SEL inc. for $36,378.75. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with

Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Electric Operations Manager, Kevin Minnick, reported on communication integration.

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6920

AN ORDINANCE AUTHORIZING EXECUTION OF A THIRD AMENDMENT TO SALES AND PRE-DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF PERU, AN ILLINOIS HOME-RULE MUNICIPAL CORPORATION, AND BUILDING MATERIALS MANUFACTURING CORPORATION, A DELAWARE CORPORATION

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Ballard seconded the motion. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Sapienza, Edgcomb, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

MAYOR’S NOTES

Adam Thorson, Director of Parks, Recreation and Special Events reported the lighted parade was a success with fifty plus units participating. Mr. Thorson thanked all the helpers and participants.

PSM/Fire Chief Jeff King reported that 400-450 people attended the Breakfast with Santa event with proceeds going to the training facility.

Police Chief Sarah Raymond reported that the Blue and Red Christmas for Kids begins at 3:00 p.m. on Friday and thanked all who helped with wrapping.

Mayor Kolowski reported Police Chief Sarah Raymond was awarded the IVAC Connect Award. (Chief Sarah Raymond, Community Connector, which is given to an individual who works to ensure members of the community are represented, heard and connected.)

Alderman Payton made a motion that the meeting be adjourned. Alderman Sapienza seconded the motion and motion carried. The meeting was adjourned at 7:24 p.m.
