City of LaSalle City Council met Jan. 6

The meeting was called to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE

ROLL CALL

Present – Mayor Jeff Grove, Aldermen Bacidore, Reynolds, Lavieri, Jeppson, Herndon

Excused Absent – Alderman Thompson, Alderman Ptak, Alderman Crane

Moved by Alderman Lavieri and seconded by Alderman Herndon to allow Alderman Crane to attend the meeting remotely.

A quorum was present.

COMMENTS

Phil Garby, 754 4th St., questioned if the city was having sewer issues because he has seen a camera truck a few times throughout the downtown area. Mayor Grove explained to Mr. Garby that the council had approved for a company to come in and televise all sewers. Brianne Hicks thanks the city for fixing the incorrect yield and stop sign at the Raccuglia intersection. She also suggested recognizing veterans with flags for Veterans Day and questions the fee for joining the community garden.

Dena Hicks raises concerns about a cone on the sidewalk of Eighth Street and the Duck and Chicken Ordinance. She questioned this ordinance in regard to the selling of eggs. She also finds it as a disgrace to not support the local food pantry. She also criticized the city’s handling of Christmas light installations and suggests using lower-paid city workers for better value.

Dawn Hicks questions the safety protocols for Carus chemical plant and the lack of responses to community questions. She emphasized the importance of community safety, veteran recognition, and helping the less fortunate.

APPROVAL OF MINUTES

Moved by Alderman Reynolds and seconded by Alderman Bacidore to accept and place on file minutes of the Regular City Council meeting held December 23, 2024. Each and every alderman has a copy.

Voice vote, all ayes. Motion is carried.

REPORTS OF CITY OFFICERS

Moved by Alderman Herndon and seconded by Alderman Reynolds to approve, accept, and place on file the Monthly Police Income report for December 2024 showing total fees collected of $6,070.00. Each and every alderman has a copy.

Voice vote, all ayes. Motion is carried.

APPOINTMENTS/RESIGNATIONS

Mayor Grove mentioned that he plans to reach out to all Planning Commision and Zoning Board members to discuss the possibility of combining both members onto each board. This will ensure sufficient representation at both meetings.

DISCUSSION AND POTENTIAL ACTION ON REMOVING FROM THE TABLE, PLACING ON THE FLOOR, AND TAKING POTENTIAL ACTION ON ANY OF THE FOLLOWING STANDING COMMITTEE RECOMMENDATIONS AND/OR AND REVISIONS THEREOF

Alderman Lavieri stated that the committee passed over the recommendation of the Finance Committee and on the City Council’s potential action on Health Insurance Renewal until all members of the council would be present to discuss and vote.

STANDING COMMITTEES

Moved by Alderman Bacidore and seconded by Alderman Lavieri to approve the recommendation of the Streets, Alleys, and Traffic Committee regarding a request for a streetlight on Sterling Street, just north of 11th Street to increase the wattage.

MOTION CARRIED: 6-0

Alderman Bacidore stated that the committee passed over the recommendation of the Streets, Alleys, and Traffic Committee to discuss in two weeks the request to add a streetlight on Rockwell Road at the U.S. 6 intersection until they had further discussion with the resident that had requested this.

Alderman Bacidore mentioned that the recommendation of the Streets, Alleys, and Traffic Committee regarding a request to add two stop signs at 7th & Hennepin Streets intersection, creating a four-way stop intersection died due to a lack of motion.

NEW BUSINESS

Alderman Bacidore stated that he has received many inquiries on the Kaskaskia and the Maytag building. He does not believe that much will come of the inspections that the city has planned for January 8th.

Mayor Grove does believe that issues were addressed last time after a walk though and the city may have to now look at some legal aspects of a vacant building.

Mayor Grove announced that the city street sweeper has arrived.

Deputy Clerk Brent Bader mentioned that there will be an Economic Development Committee meeting set for Thursday at 3:00pm in the City Council chambers.

APPROVAL OF BILLS

Moved by Alderman Lavieri and seconded by Alderman Reynolds to accept, pay, and file the bills from January 6, 2025: Total Submitted: $962,385.50 (Total Payroll $241,066.37, Bills to be Paid $432,412.98, Total Bills Paid $288,906.15). Each and every alderman has a copy.
