City of Peru Public Works Committee met Jan. 6

ROLL CALL: Chairman, Aldermen Lukosus, Sapienza, Ballard and Moreno present.
MINUTES
Alderman Moreno made a motion to approve the Public Works Committee Minutes of December 9, 2024. Alderman Sapienza seconded the motion; motion carried.

AIRPORT
Alderman Lukosus reported measurements and ground work is taking place on the terminal building and there is money at state level to utilize for expansion.

ELECTRIC
Electric Operations Manager Kevin Minnick reported on the following:
• Purchase of one 2500 kva transformer for $77,500 as replacement unit
• Recommend adopting National Electric Code 2023 version and adopting National Electric Safety Code 2023 version. Mr. Minnick stated this would be published in code of ordinances as part of a service rules and standards as a guide for people/contractors to connect to system…ie. solar, EV charging etc.
• Discussed performance of the Starved Rock Hydroelectric plant including current issues on Unit #3, and the Unit #1 shipping to Peru. Mr. Minnick reported the hydro is running at 25% and helped the city say on the IMEA bill. Mr. Minnick reported that when all four units are running, the city could save $500,000-$700,000 monthly. Mr. Minnick reported unit #1 is still offline but ready to ship back to us. Mr. Minnick reported units 3 & 4 are both running but unit 3 is offline and dewatered to do a detailed disassembling of the unit. Mr. Minnick stated unit 3 was making an abnormal noise and made the decision to take it offline.
ENGINEERING
Alderman Lukosus reported on a proposed resolution requesting the use of MFT funds in the amount of $200,000 to be used for the Rte. 6 resurfacing project.
Alderman Lukosus reported that the engineering department is in the process of updating the PASER report and drafting a 5-year capital plan for streets.
PSM/Fire Chief Jeff King stated the city lot at 5th Street and Putnam Street is in bad disrepair and asked if city lots are part of the capital plan are. The committee responded no, but asked PSM/Chief King to provide a list of lots that need attention. Mayor Kolowski asked about selling the parking to 5th and Putnam Streets.
