Village of Seneca Village Council met Jan. 6
Here are the minutes provided by the council:
Seneca Village Council held a regularly scheduled Council meeting at Seneca Village Hall on January 6, 2025 and the meeting was called to order at 5:30 p.m.
Roll Call: Present: Mayor Olson, Commissioners Higgins, Peddicord, Victor and Weber
Absent: None
Also Present: Village Clerk Jennifer Peddicord and Attorney Matthew Moustis
All stood for the Pledge of Allegiance to the Flag of the United States of America.
A motion was made by Comm. Victor and seconded by Comm. Higgins to approve the December 16, 2024 council meeting minutes as presented.
Roll Call: Ayes: Olson, Higgins, Peddicord, Victor and Weber
Nays: None
A motion was made by Comm. Higgins and seconded by Comm. Weber to approve the payment of bills as presented.

COMMUNICATIONS, PETITIONS, REPORTS AND ADDITIONAL AGENDA ITEMS:
Additional Agenda Item: Comm. Weber: Live Christmas tree disposal reminder.
OLD BUSINESS:
Commissioner Weber: Comm. Weber reminded the public that the village is still accepting live Christmas trees for disposal. All lights, ornaments and tinsel need to be removed. Trees can be left next to the dumpster in the lot behind the police station.
Commissioner Higgins:
A motion was made by Comm. Higgins and seconded by Comm. Weber to approve the adoption of Ordinance No. 25-01, An Ordinance Amending Section 10 of Chapter 4 of Title 6 Pertaining to Snow Route
Restrictions in the Seneca Code of Ordinances.

Commissioner Peddicord:
A motion was made by Comm. Peddicord and seconded by Comm. Weber to approve the adoption of Ordinance No. 25-02, An Ordinance Granting a Text Amendment to Section 10-5-5 of the Village of Seneca Zoning Ordinance as it Pertains to Written Protests.

Nays: None
A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve the adoption of Ordinance No. 25-03, An Ordinance Granting a Variance at the Request of Mid-States Industrial Holding Co. Relating to Property Located at 519 E. Shipyard Road.

COMMISSIONER'S REPORT AND NEW BUSINESS:
PUBLIC PROPERTY, WATER & SEWER - WEBER:
A motion was made by Comm. Weber and seconded by Comm. Peddicord to approve an expenditure to Hawkins, Inc. in the amount of $5,532.71 for water treatment plant chemicals.

Nays: None
A motion was made by Comm. Weber and seconded by Comm. Higgins to approve an expenditure to A&E Septic Services in the amount of $6,892.50 for pumping out and cleaning wastewater clarifier.

ACCOUNTS AND FINANCE - VICTOR:
A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve an expenditure to Wex Bank in the amount of $2,341.43 for fuel expenses.

Nays: None
A motion was made by Comm. Victor and seconded by Comm. Weber to approve an expenditure to TextMyGov in the amount of $3,000.00 for annual software management and support.

STREETS - HIGGINS:
A motion was made by Comm. Higgins and seconded by Comm. Victor to approve an expenditure to Interstate Billing Service, Inc. in the amount of $3,001.16 for Rush Truck Center expense. Comm. Higgins advised that the steering box broke off of the 2007 salt truck and the oil pan was leaking and had to be replaced.

PUBLIC HEALTH AND SAFETY - PEDDICORD:

PUBLIC AFFAIRS - OLSON:
None.
PUBLIC COMMENT:
Alex Spicer asked for any information the village has received regarding the Constellation project on the southwest side of Seneca's boundary. He advised that a lot of acreage has been purchased by Constellation and there are a lot of rumors.
Scott Damnjanovic spoke regarding his concerns as a homeowner in Timber's Edge Subdivision regarding the Constellation project.
A motion was made by Comm. Weber and seconded by Comm. Victor to adjourn the council meeting.
