City of Peru City Council met Jan. 27

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, January 25, 2025, at 7:00 P.M.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present. Mayor Kolowski present.

PUBLIC COMMENT

Todd Volker introduced himself to the council and reported he is running for IVCC Board. Mr. Volker also stated he is the Economic Development Director for Kendall County.

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of January 6, 2025, Treasurer’s Report for December 2024, City Clerk’s Report of Cash Received, Peru Police Department Monthly Report for December 2024, and Peru Police Department Annual Report 2024. Alderman Payton made a motion the minutes and reports be received and placed on file. Alderman Sapienza seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Sapienza presented the following disbursements for payment on January 29, 2025:

Utility Fund 1,902,647.20

Airport Fund 2,667.94

Total $2,552,054.20

Alderman Sapienza made a motion the disbursements be received, placed on file and bills paid in the usual manner. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Payton made a motion to approve $175,000 contribution to the annual TBM Avengers and Salute to Veteran’s event (May 16-17, 2025). Alderman O’Sadnick seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Lukosus reported the following regarding this year’s TBM Avengers and Salute to Veteran’s event:

• 10th year of the event

• Team Viper-F16 Airshow performing Friday and Saturday

• Team Titan glow on Friday

• Salute to Veterans (Thursday Veteran Vendor Fair)

Alderman Payton noted there is a commemorative license plate again this year.

PUBLIC SERVICES COMMITTEE

PUBLIC WORKS COMMITTEE

Alderman Moreno made motion to authorize an engineering agreement with Chamlin & Associates for the St. John's Subdivision flood study. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Moreno made a motion to authorize the city engineer to seek seeking bids for the Area 2 Phase 1 sewer separation project. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Sapienza made a motion to authorize the city engineer to seek bids for the N. Trunk Sewer project. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Sapeinza made a motion to authorize Human Resources to seek applicants for the position of Leading Journeyman Operator Maintenance. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Ballard made a motion to approve the purchase of crane and barge services from River Docks Inc. for $25,972.00. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Ballard made a motion to approve the purchase of (6) 34.5kv circuit breakers with spare parts from Siemens Industry Inc for $270,646.00. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6921

AN ORDINANCE GRANTING AN ADMINISTRAVIVE VARIANCE AS SOUGHT BY THE PETITION OF HALLIE EL-JIZI CONCERNING PROPERTY LOCATED AT 307 SHOOTING PARK ROAD, PERU, ILLINOIS

Alderman Ballard made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

PROCLAMATIONS

UNFINISHED BUSINESS

Electric Operations Manager Kevin Minnick noted on June 22 the 138KV interconnect was approved.

NEW BUSINESS

Alderman Sapienza announced the establishment of the Peru Historical Society, meeting the last Tuesday of the month at 6:30 p.m. in the Community Room within the Peru Municipal Building.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a petition from Kevin & Heidi Quick, and Maya Alstrom requesting a text amendment/special use for property located at 1820 4th Street to hold a small event center. Alderman Sapienza made a motion the petition be received, placed on file and referred to Planning & Zoning for review and recommendation. Alderman O’Sadnick seconded the motion. Motion carried.

Clerk Bartley presented a petition from Joe Rocheleau seeking variances for property located at 2605 Plum Street. Alderman Payton made a motion the petition be received, placed on file and referred to Planning & Zoning for review and recommendation. Alderman Edgcomb seconded the motion. Motion carried.

MAYOR’S NOTES

Mayor Kolowski welcomed Bab’s Brew to the city.

ADJOURNMENT

Alderman Lukosus made a motion that the meeting be adjourned. Alderman Edgcomb seconded the motion and motion carried. The meeting was adjourned at 7:38 p.m.
