City of Marseilles City Council met Feb. 5

Here are the minutes provided by the council:

The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on February 5, 2025.

Pledge of Allegiance was said.

Roll call showed the following present: Mayor Hollenbeck, Commissioner Kaminski, Small, Scheib, and Buckingham. Absent: None.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the minutes from the Council meeting of January 15, 2025 be approved as displayed and placed on file and waive a reading of the minutes. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Bill Kuiper funeral director for Seals-Campbell funeral home addressed the council regarding operating the cemetery board. Bill stated the Marseilles Cemetery Board is 1 of 2 that is not operated under the City. The state comptroller is willing to come and talk with the council regarding the operations of the board. The money would be passed on to the city to help maintain the grounds, currently $501,000 is available. Bill stated ground maintenance cost around $18,000 annually. He asked the council to consider taking over the board.

Moved by Commissioner Kaminski seconded by Commissioner Small that the accounts payable for the last half of January in the amount of $276,058.82 be approved and a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Moved by Commissioner Kaminski seconded by Commissioner Scheib that the payroll for the last half of January in the amount of $91,271.22 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that payment to Phalen Steel in the amount of $80,676.92 for 200 Riverfront Drive City Hall and Police Department remodel project be approved. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Moved by Commissioner Kaminski seconded by Commissioner Small that Ordinance 1881, an ordinance providing for the issue of an amount not to exceed $395,000 General Obligation Bonds, Series 2025, of the City of Marseilles, LaSalle County, Illinois, and for the levy of a direct annual tax sufficient to pay the principal and interest of said bonds be adopted. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Commissioner Scheib asked how 200 Riverfront Drive is going. Scheib asked if a Phase one was done on 200 Riverfront Drive. City Engineer stated that the City has a no further remediation letter from the EPA.

Commissioner Small said there has and will be more police presents at Timber’s Edge subdivision. She asked residents to be safe while driving in school zones to watch for children walking and buses making frequent stops.

Moved by Commissioner Small seconded by Commissioner Buckingham that the special event parade for St. Patrick’s parade to be held March 15, 2025 be approved and the permit fee be waived. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Commissioner Scheib announced several sections of streets he would like to work on in 2025, including Union, Sherman, Day, Chicago and LaSalle. Sheib would also like to work on a section Glen Ave but will have to wait a year or two.

Moved by Commissioner Buckingham seconded by Commissioner Small that the estimate from PerMar Security in the amount of $35,662.21 for 200 Riverfront Drive be approved. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None. Commissioner Buckingham said he would also like to see security cameras at the entrance of 200 Riverfront Drive.

Moved by Commissioner Buckingham seconded by Commissioner Kaminski that the estimate from Ficek Electric in the total amount of $139,497.00 for 200 Riverfront Drive be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Mayor Hollenbeck seconded by Commissioner Buckingham that the proposal for legal services with KGG, LLC for plan commission be placed on file. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Mayor Hollenbeck complimented the police and fire department for all their hard work during the arson fire the past week.

Moved by Commissioner Small seconded by Commissioner Kaminski that the City Council adjourns at 6:25 P.M. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None
