City of Peru Public Works Committee met Feb. 3

ROLL CALL: Chairman, Aldermen Lukosus, Ballard and Moreno present. Alderman Sapienza absent.
MINUTES
Alderman Ballard made a motion to approve the Public Works Committee Minutes of January 21, 2025. Alderman Moreno seconded the motion; motion carried.

WATER & SEWER
None
T.E.S.T.
Chris Perra, President of T.E.S.T. reported on a large water loss on January 29th and 30th due to a break. Mr. Perra stated it was serious but managed.
AIRPORT
Eric Carls, Director of Engineering and Zoning, reported that any potential approvals related to federal funding for upcoming lettings is not currently at risk.
Mr. Carls reported on interest in another private hangar.
BUILDING & GROUNDS

STREETS & ALLEYS

ELECTRIC
Electric Operations Manager Kevin Minnick reported on the following:
• Recommended purchasing replacement cable for parts of the hydro 34.5kv line.
○ 1500 feet for $26,000
• Recommended purchase of 2-300kva transformers ($15,000 each)
○ One for spare
○ One for old Office Max property for climate controlled storage facility
• Grant
○ Still on track
• Discussed REC values and options for sale
• Approval by MISO on January 22nd
○ Planning for this $12-$15 million dollar project
○ Coordination required with Ameren and site location review
• Unit 3 repair at hydroelectric plant
○ Evaluation of shaft is salvageable
○ Discussion of best option
■ Full rebuild
■ Or shaft replacement
ENGINEERING
Eric Carls, Director of Engineering and Zoning, provided the following updates:
• Reported on capital projects going to bid
○ Area 2 Phase 1
○ 2025 General Fund Street Program
• Two larger watermain planning and permitting
○ North Area Water Main Phase 2
○ Main Street
• Small Centennial Drive
○ Private drive and road repairs
• Working on receiving verification for all federal grants
• OSLAD project is trending over budget
○ Looking to some dollars on the storage building
• Extension from IDOT for Rte. 6
○ D Construction will be complete by April 1st for underground
OLD BUSINESS
Alderman Edgcomb asked about combining the ice rink building and the park building. Mr. Carls explained the needs are different and the chiller mats should be protected.
NEW BUSINESS
Mayor Kolowski expressed concerns with the North Peoria Street traffic issues with the Water Store.
